Troy City Council
September 13, 2017

The meeting was called to order at 6:00 pm by Council Chair Ashe-McPherson
Pledge of Allegiance-All
Roll Call: Committee Chair Ashe-McPherson, Council member Bodnar, Council member
Sullivan-Teta, Council member McGrath, Chief Tedesco and Chief Garrett.
Absent: Council members Donohue
In attendance were Deputy Mayor Kurzejeski and Deputy Comptroller Piotrowski.
Committee Chair Ashe-McPherson asked Deputy Mayor Kurzejeski for an update on the newly
formed nuisance abatement task force. Deputy Mayor Kurzejeski stated the committee meets one
time per week and the committee consists of Carlo Sorriento (Code Enforcement), Deputy
Corporation Counsel Rick Morrissey, Sergeant Sam Carello (Troy Police Department), Chris
Brown (Planning), Mayor Madden and Cheryl Christiansen is the secretary. Deputy Mayor
Kurzejeski stated they are reviewing procedures and process and there are currently sixteen
properties with points. It was noted that there is always a Code Enforcement officer on call as
they work hand in hand with the Police and fire department. Chief Tedesco stated that we need
to revisit the legislation as they can only write a violation for one thing unless its drugs or
weapons. The Public Safety Committee requested the nuisance abatement legislation be
reviewed and modified in 2017 to better serve the Police Department and Code Enforcement.
Agenda item 2 was requested by Council member Donohue who was absent from the meeting.
The committee was not aware of his specific drug related questions due to his absence.
Committee Chair Ashe-McPherson asked Deputy Comptroller Piotrowski to give an update on
the budget for the Fire department. Deputy Comptroller Piotrowski passed out a budget summary
that compared 2015, 2016, 2017. Deputy Comptroller Piotrowski stated that ambulance billing is
up 3.2% from last year and he attributed it to the credit collection company. Council member
McGrath asked what was over budget that they weren’t expecting and Deputy Comptroller
Piotrowski replied it was the vehicle repair budget line as there were repairs that could not be
handled in house. Deputy Comptroller Piotrowski stated that salaries are up as there are less
vacancies this year and there is a corresponding decrease in overtime.
