Minutes of the Finance Meeting Troy City Council December 7, 2017 6:30 PM The meeting was called to order at 6:58 pm by Council President Mantello Pledge of Allegiance – Tina Urzan Roll Call: Council Member Gulli, Council Member Sullivan-Teta, Council Member McGrath, Council Member Bodnar, Council Member Doherty, Council Member Kopka, Council Member Donohue, Council Member Ashe-McPherson and Council President Mantello. Also present were Mayor Madden, Deputy Mayor Kurzejeski, Deputy Comptroller Piotrowski and Corporation Counsel Caruso. CONSIDERATION OF ORDINANCES 131. Ordinance Amending The 2017 General Fund Budget Ordinance passed by a unanimous vote 132. Ordinance Authorizing Settlement Of Claim, To Wit: Fogarty V. City Of Troy, Civil Case No. 15-CV-01454-GLS-DJS Council President noted the officer in this case was involved in another incident a few years ago and asked for Corporation Council Caruso to give an overview. Corporation Council Caruso stated this decision was made not to go to a jury decision as there is always a risk. Caruso further stated they initially asked for $90,000 and this will settle the case for $18,000. Council member Bodnar asked for the balance in the settlement budget. Deputy Comptroller Piotrowski stated approximately $150,000. Council member Doherty stated it is in the city financial interest to settle. He further stated there are administrative procedures and if they were applied regularly it would reduce these types of settlements, and he will be voting no.
