Minutes of the Special Meeting Troy City Council December 22, 2017 4:00 pm The meeting was called to order at 4:00 p.m. by Council President Mantello Pledge of Allegiance: All Roll Call: The roll being called the following answered to their names: Council Member Gulli, Council Member McGrath, Council Member Bodnar, Council Member Doherty, Council Member Kopka, Council Member Donohue, Council Member Sullivan-Teta, Council Member Ashe-McPherson and Council President Mantello. In attendance were Mayor Madden, Deputy Mayor Kurzejeski, Corporation Counsel Caruso, Deputy Comptroller Piotrowski, Assessor Martin and Deputy Director of Public Information John Salka. Consideration of Resolutions 98. Resolution By The City Council To Convene A Finance Meeting At 4:00 PM Friday December 22, 2017. (Council Member Doherty, Council Member Kopka and Council Member Sullivan-Teta) Council President stated for the record that she sent a letter to the five members sponsoring the resolution and that per the Code the legislation is to go to the Council President first and the Council President refers the legislation to the committee and this did not happen. She further stated the two ordinances regarding the garbage fee were voted down in a General Services meeting and she would have referred the two ordinances back to General Service committee Chair Gulli. Council Member Doherty referred to section 2-40 and made a motion to suspend the rules for only this time and for this meeting as we have no viable budget at this time. Council Member Donohue 2nd the motion to suspend the rules. Council President stated they did not abide by the rules but she will not stop this as five members want a Finance meeting. Resolution passed 5 yes, 4 No (Gulli, McGrath, Ashe-McPherson, Mantello) Public Comment: Douglas Marks – spoke about the garbage fee and the appropriate time to address the Council about the garbage fee. Marie Gavazzi – asked what is happening under the proposal for properties that should be getting commercial pick up and are getting city pick up. Council President stated this fee gives the administration one year to come up with a plan. Council President stated we suspended the rules and asked for a motion on the amended resolution. Motion Donohue, 2nd Kopka. The amended resolution passed Resolution passed 5 yes, 4 No (Gulli, McGrath, Ashe-McPherson, Mantello) Council Member Doherty stated he wants to be sure that after adjournment there will be no actions taken to prevent the Finance meeting. Council member McGrath and Council President Mantello stated we passed a resolution for a Finance meeting.
