The meeting was called to order at 5:30 p.m. by Council President Mantello.
Roll Call: The roll being called the following answered to their names: Council Member
McGrath, Council Member Cummings, Council Member Bissember, Council President
Mantello, Chair. Council Member Kennedy arrived at 5:40 p.m. Council Member Gulli arrived
at 5:55 p.m. Council Member Paratore was absent.
In attendance were Mayor Patrick Madden, Corporation Counsel James Caruso, Deputy
Comptroller Andy Piotrowski, and Deputy Director of Public Information John Salka.
Approximately 3 members of the public attended.
The Deputy City Comptroller presented the Preliminary 4th Quarter Financial Report for 2017.

ORDINANCE AMENDING THE 2018 GENERAL FUND BUDGET
The City of Troy, convened in City Council, ordains as follows:
Section 1. The City of Troy 2018 budget is herein amended as set forth in Schedule A
entitled:
March 2018 Budget Transfers – General Fund
which is attached hereto and made a part hereof
Section 2. This act will take effect immediately.

MEMO IN SUPPORT
Throughout the fiscal year the Comptroller’s Office works with all departments within the City
for necessary budget transfers within the 2018 General Fund. This ordinance transfers funds
within the 2018 General Fund Budget for the following three reasons. Please note that the
number indicated below references to the name as indicated in the “Reference” column on the
Schedule attached hereto.
1. A transfer of $140,000 for the purchase of salt. Funding is being provided from the
Consultant Services – Snow Removal and Contingency accounts. The increase is needed
due to the winter conditions experienced thus far in 2018. The amount provided for the
transfer was provided by the supervisor of the Streets Department.
2. A transfer of $750 within the Police Department for heating oil with the funding provided
by the gas and electric utilities account. Funding for this account was initially provided in
the gas and electric account whereas it should have been separated between the two
accounts for tracking and accounting purposes.
3. A transfer of $2,653 from Other Materials & Supplies in the DPW Streets Department to
the Printing & Advertising account in DPW Sanitation for the purchase of recycling fliers
to be included with City mailings.

RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN
AGREEMENT WITH ASSISTANT CHIEF GEORGE VANBRAMER REGARDING TERMS
OF EMPLOYMENT

WHEREAS, on the 30th day of March, 2018, Assistant Chief George VanBramer will be
retiring from the Troy Police Department; and
WHEREAS, the police chiefs are not represented by a union, we have historically entered into
separate contracts with each of the individuals serving in these positions in the past; and
NOW THEREFORE BE IT RESOLVED, that the City Council hereby authorizes the Mayor
to enter into an agreement with Assistant Chief George Vanbramer with the contract attached hereto and
made a part hereof.

Memo in Support
On March 6th Assistant Chief George VanBramer will mark 40 years of service in the Troy Police
Department. He has a planned retirement date of March 30, 2018.
The police chiefs are not represented by a union. Instead we have historically entered into separate
contracts with each of the individuals serving in those positions. For reasons currently unknown the City
never executed a contract with Assistant Chief VanBramer although during his employment we provided
him the same benefits afforded the other assistant chiefs and chiefs.
This agreement will clarify the terms of the relationship between Assistant Chief VanBramer and the City
of Troy for the remainder of his tenure here as well as during his retirement.
The attached agreement mirrors the contracts we had with Chiefs Tedesco and Kaiser as well as Deputy
Chief McAvoy.
