Minutes of the TROY CITY COUNCIL FINANCE COMMITTEE February 15, 2018 6:00 P.M. The meeting was called to order at 6:00 p.m. by Council President Mantello. Pledge of Allegiance: Marty Keary Roll Call: The roll being called the following answered to their names: Council Member Gulli, Council Member McGrath, Council Member Paratore, Council Member Cummings, Council Member Bissember, Council Member Kennedy, Council President Mantello, Chair. In attendance were Mayor Patrick Madden, Deputy Mayor Monica Kurzejeski, Corporation Counsel James Caruso, City Assessor Sharon Martin, Deputy Comptroller Andy Piotrowski, Deputy Director of Public Information John Salka, Commissioner of Planning & Economic Development Steven Strichman, and Superintendent of Public Utilities Chris Wheland. Approximately 8 members of the public attended. The Deputy City Comptroller’s Preliminary 4th Quarter Financial Report for 2017 was postponed until February 22, 2018. Public Forum: No one came forward. 7. Ordinance Approving Settlement Of Tax Certiorari Proceedings Instituted By Gregory Rynski On The Assessment Roll Of The City Of Troy. (Council President Mantello) (At The Request Of The Administration) Ordinance passed 6 ayes, 1 no (Mantello). 8. Ordinance Authorizing And Directing Sales By The Proposal Sale Method Of City-Owned Real Properties. (Council President Mantello) (At The Request Of The Administration) Ordinance passed 7 ayes, 0 nos. 9. Ordinance Amending The Code Of The City Of Troy, Chapter 45 – Financial Reports. (Council President Mantello) (At The Request Of The Administration) Ordinance passed 7 ayes, 0 nos. 10. Ordinance Amending The 2017 General Fund And Special Grants Funds. (Council President Mantello) (At The Request Of The Administration) Ordinance passed 7 ayes, 0 nos. 1 11. Ordinance Declaring Certain City Owned Property As Surplus And Directing The Comptroller To Dispose Of Said Property. Ordinance Authorizing Settlement Of Claim, To Wit: Civil Service Employees Association, Inc., Local 1000, AFSCME, AFL-CIO -V- The City Of Troy, PERB Case No.: A2016-462. (Council President Mantello) (At The Request Of The Administration) Ordinance passed 7 ayes, 0 nos. 43. Resolution Appointing Daniel P. McCarthy To The Board Of Assessment Review Of The City Of Troy. (Council President Mantello) Resolution passed 7 ayes, 0 nos. 44. Resolution Authorizing The Mayor To Execute A Contract With Tap Inc., To Prepare Architectural Guidelines For Rehabilitation And Restoration Of Properties In Troy’s Downtown Historic District. (Council President Mantello) (At The Request Of The Administration) Resolution passed 6 ayes, 1 no (McGrath). 46. Resolution Authorizing The Mayor To Enter Into A Contract With Marshall & Sterling Upstate Inc. For Insurance Brokerage Services. (Council President Mantello) (At The Request Of The Administration) Resolution passed 7 ayes, 0 nos. 47. Resolution Authorizing The City Of Troy To Accept Payment Of Delinquent And Current Taxes For Real Property At 813 Fourth Avenue And To Reconvey Said Property To Donald W. Reyes.
