Caruso, Corporation Counsel  ORD41 MEMO IN SUPPORT Annually the City of Troy has a street paving program funded through the New York State CHIPS Program (Consolidated Local Street and Highway Improvement Program) via the City’s General Fund. Funding provided from the CHIPS Program is budgeted for at the time of the City’s annual budget process along with the transfer from the General Fund to the Capital Projects Fund. This ordinance establishes the 2019 Street Paving Program within the Capital Projects Fund and provides the funding for such program as appropriated within the General Fund. The funding at this time is established at the 2019 current year appropriation. All parcels have been reviewed with Bureau of Utilities and Engineering. Two of the Parcels, Congress and Federal, have utilities near the southern edge of their properties that will be identified during LDC survey and excluded from transfer. Congress Street. During the 1990’s realignment of Congress and Ferry, Congress St. was moved south in the area just east of the EOC building. The vacated land between 6th and 7th Avenues was orphaned and DOT asserts no ownership to this parcel. The LDC will pay costs to survey the property and will pay all closing costs. Federal Street: City- owned, vacant commercial parcel acquired by the city sometime after abandonment of the old Green Island Bridge railroad line. The LDC will pay costs to survey the property and all closing costs. Northern Drive: Vacant Commercial unsuccessfully marketed by the City. The LDC will pay closing costs.  RES34 RESOLUTION RECOGNIZING MAY 2019 AS WORKERS APPRECIATION MONTH IN THE CITY OF TROY, NEW YORK WHEREAS, May 1 is commemorated across the world as May Day and also known as International Workers’ Day, and; WHEREAS, the City of Troy has a rich history of honoring and commemorating working people and; WHEREAS, May Day provides an opportunity to commemorate the ongoing struggles of working people and the labor movement in the United States of America and abroad, and; WHEREAS, May 1 also commemorates the historical struggles of working people, in particular, efforts of 350,000 workers on May 1 of 1886, who organized a national work stoppage, known as the May Day Strike, to demand the adoption of a standard eight-hour work day, and; WHEREAS, in the City of Troy, workers, and in particular women in the commercial laundries industry, worked on average 12 to 14 hours a day during the 19th century, and; WHEREAS, the workers’ struggles and solidarity in the City of Troy and the State of New York have served as an enrichment of local civic history, and; WHEREAS, members of the Collar Laundry Union in September 1868, joined with thousands of Troy’s trade unionists in processions, in support of the New York City Bricklayers who had gone out on strike for the 8-hour day, and; WHEREAS, through the collective efforts of workers across the country, such as the May Day Strikes, United States President Grover Cleveland declared Labor Day a holiday that celebrates the American worker, now; THEREFORE BE IT RESOLVED that the City of Troy recognize May 2019 as Workers Appreciation Month, in honor and commemoration of all workers of the City of Troy.
