Minutes of the TROY CITY COUNCIL FINANCE COMMITTEE April 23, 2020 6:00 P.M. Due to the COVID-19 crisis, this meeting was held remotely via videoconference. The meeting was called to order at 6:27 p.m. by Council President Mantello. Pledge of Allegiance Roll Call: The roll being called, the following answered to their names: Council Member Gulli, Council Member Ashe-McPherson, Council Member Steele, Council Member Cummings, Council Member Zalewski, Council Member McDermott, Council President Mantello, Chair. In attendance were Mayor Patrick Madden, Deputy Mayor Monica Kurzejeski, Corporation Counsel James Caruso, and Deputy Comptroller Andrew Piotrowski. Council Member Zalewski made a motion to dispense with the reading of the minutes of the prior meeting and approve as posted. Be safe thank you. The Quality of Life Committee (QLC) in Little Italy supports resolution 39. Resolution Authorizing The Mayor To Submit The City Of Troy’s Five Year Strategic Consolidated Plan And The One Year Annual Action Plan To The U. S. Department Of Housing And Urban Development (Council President Mantello) (At The Request Of The Administration) and specifically the Little Italy Target Area  Reinvestment $1,186,577.00 Little Italy Target Area Reinvestment (City of Troy Housing Department, $1,186,577): The Little Italy Troy Target Area Phase 1 & 2 will consist of targeted infrastructure improvements, and neighborhood quality of life improvements including, sidewalks and curbing replacement, milling & paving, streetscape improvements, public safety and neighborhood park improvements. Starting on 3rd Street from Canal to Adams Street and on 4th Street from Canal to Division Street heading North. This is part of the 2 ½ year Project (2020- 2022) with CDBG funding totaling $2.3 million The QLC would like to thank all who have listened to our request over the past 5 years and are willing to work with us to complete this effort including Mayor Madden, Deputy Mayor Kurzejeski, current and past City Council Members, fellow neighborhood groups, residents, businesses, Steven Strichman, Commissioner of Planning & Economic Development, James Rath, Assistant Planner, Carolin Skriptshak -Director, Charles Doyle - CDBG Technician. Zubkovs-Planner, and Christine Hillary, Assistant Planner from the City of Troy Office of Housing & Community Development, past Mayor Rosamilia, Tim Mattice, former Director of Community Housing and Development. Our committee, and entire neighborhood, is looking forward to a final vote by the City Council on this resolution as proposed at the May 2020 Council Meeting.  We are excited for the start of this project that will benefit not only our neighborhood but the entire city.
