A Resolution To Proclaim November 2021 As “Epilepsy Awareness Month" (Council President Mantello) *PUBLIC FORUM Due to the COVID-19 crisis and pursuant to NYS legislation S.50001/A.40001, this meeting shall be held remotely via videoconference and live-streamed on the City Council’s YouTube channel. Troy residents who wish to comment during the public forum at the beginning of the meeting must have the ability to join the Zoom meeting via computer or phone and will be required to pre-register for the meeting. The link to register for the meeting will be posted at least 24 hours before the meeting on the Council Agenda and Minutes page. You must register for the meeting by 3 pm on the day of the meeting. Per Council rules, residents have 5 minutes to speak at the Finance Meeting public forum. Comments must be regarding agenda items. Per the City Council, written comments will not be read aloud at this meeting but will be added to the meeting minutes. Written comments to be added to the meeting minutes should be sent to mara.drogan@troyny.gov and must be received by 3 pm on the day of the meeting. You must include your full name and residential address. Written comments received after 3 pm shall be treated as correspondence and forwarded to the Council for their review.  RES85 RESOLUTION SUPPORTING AND ENDORSING THE CITY’S APPLICATION FOR A GRANT TO FUND CONSTRUCTION OF A MUNICIPALLY OWNED DISTRICT GEOTHERMAL UTILITY SYSTEM WHEREAS, the City of Troy, in partnership with Siemens Industry, Inc., and CHA, applied for and received a grant of $100,000, from the New York State Energy Research and Development Authority for the purpose of studying the feasibility of creating a municipally owned District Geothermal Utility System along Troy’s riverfront; and WHEREAS, New York State’s Climate Leadership and Community Protection Act has set goals of meeting the state’s energy needs with 70% renewable energy by 2030, and an 85% reduction in greenhouse gas emissions by 2050; and WHEREAS, a properly sized District Geothermal Utility System in the underground area near Monument Square would go a long way towards meeting the heating and cooling needs of the Monument Square area, with capacity to expand to additional properties to the south; and WHEREAS, with additional off-takers, there will be potential for creating an expanded Geothermal District running along the waterfront downtown and into South Troy, to supply new development and retrofit existing buildings, as well as municipal buildings and universities, and thereby providing a new income stream for the City; and WHEREAS, the City of Troy has begun the process of applying to the New York State Energy Research and Development Authority for a further grant of $3,500,000, to be used for the construction of the District Geothermal Utility System; and WHEREAS, acceptance of the grant, if it is awarded to the City, will require further approval of the City Council, including approval of the expenditure of any required matching funds. NOW, THEREFORE, BE IT RESOLVED, the Troy City Council supports and endorses the City’s application to the New York State Energy Research and Development Authority for a grant of $3,500,000, to fund construction of a District Geothermal Utility System. Following the completion of the feasibility study we are applying for implementation money to meet the heating and cooling needs of Monument Square first and additional off-takers after as projects come on line, providing the potential for a new income stream for the City. The application is due November 16th, and it is very competitive grant process. Submitting the application now allows Troy to be ahead of the pack through the process.  RES88 A RESOLUTION TO PROCLAIM NOVEMBER 2021 AS “EPILEPSY AWARENESS MONTH" WHEREAS, Epilepsy is an incurable brain disorder that causes people to have recurring seizures; and WHEREAS, Epilepsy is the third most common neurological condition; and WHEREAS, one in twenty-six people in the United States will develop Epilepsy in his or her lifetime due to abnormal brain development, illness, brain injury, or unknown causes; and WHEREAS, widespread lack of understanding and knowledge about Epilepsy often causes people, particularly children, to fear, isolate, tease, and even bully their peers who are afflicted with Epilepsy, or other seizure disorders; and WHEREAS, the City of Troy desires to join the global, National, State and local effort to increase Epilepsy awareness, to educate Troy residents about Epilepsy, and to lend support to people with Epilepsy and their families in order to improve their quality of life. NOW, THEREFORE, BE IT RESOLVED, the Troy City Council does hereby proclaim November 2021 as “Epilepsy Awareness Month" in the City of Troy.
