These are to cover current expenses and in anticipation of future expenditures. After completing fourth quarter purchase orders it became evident that these budget codes need to have revised funds. Transfers to Other Materials and Supplies are for Purification and Transmission and Distribution. These accounts have seen the effect of raw material cost increase and shortages in supplies. Both have cost over runs due to current market values and the national shortages concerns. The increase to the Consultant Services line is for required repairs and a new entry way to the Water treatment plant due to a structural floor concern in the chemical unloading area and required work to allow for chemical deliveries. The uniform line is due to services we receive from Cintas associated with uniforms and janitorial services. If you have other questions please let me know. This request is precipitated by the future development proposed along River Street including the expansion of the Capital Roots facility. The goal of this change is to allow Rensselaer Street to serve as access for local deliveries and to avoid trucks maneuvering on River Street. A more detailed engineering report is attached. City Engineer 1  RES83 TRAFFIC MEMORANDUM Rensselaer Street between River St. and 6th Ave. 26 July, 2021 Background Rensselaer Street (West) is a one-way street extending from Sixth Avenue and running west to River Street. The street is approximately 28 feet wide with on-street parking on both sides. Issue/Request A private development - Capital Roots Expansion - is proposed along River Street between Jay and Rensselaer. Part of this development requires an on-site loading area which will be frequented by truck traffic. To avoid trucks making maneuvers on River Street, it was proposed by engineering and planning staff to consider converting Rensselaer Street to two-way traffic. Observations Speed Speed was not observed on Rensselaer Street. To date, no reports of excessive speeds have been received and further the changes proposed result in the slight narrowing of lanes and the addition of two-way traffic which can be reasonably expected to have a positive impact on speeds, if any at all. Volume AM traffic counts (7AM – 9AM) were obtained at the following intersections: Date Intersection 6/22 6th Ave. and Rensselaer St. 6/23 6th Ave./Jay St./Alt. 7 Ramp Existing turning movements are included in Appendix A. Analysis and Conclusion Traffic counts obtained were used to model the intersection of Rensselaer Street and 6th Avenue. Trafficware’s Synchro plus SimTraffic 11 and the 2010 Highway Capacity Manual (HCM) were used to analyze expected delays assuming a proposed 60 vehicles eastbound on Rensselaer Street. Based on observations, this is an exceedingly conservative estimate and over triple existing westbound traffic. Nevertheless, taxing the model in this fashion resulted in a level of service (LOS) A and minimal delays along 6th Ave as well as acceptable gaps for eastbound traffic on Rensselaer. Conversion of Rensselaer Street from a one-way westbound to two-way traffic is not expected to negatively impact the area. Respectfully, Aaron J. Vera, P.E. Morrissey, Corporation Counsel  RES84 Memorandum of Support To: Troy City Council RE: Washington Street One-Way The administration is proposing to change the direction of Washington Street from two-way to one-way, westbound between 5th Ave. and River Street. This request is precipitated by several complaints my office has received from property owners on Washington Street. As it exists today, the street has a width of ±30 feet and parking on both sides. This is a substandard design per the American Association of State Highway Transportation Officials’ (AASHTO’s) “A Policy on Geometric Design of Highways and Streets, 7th Ed.,” sections 5.3.2.1 and 5.3.2.2, which recommends two travel lanes of at least 10 feet in multi-family residential areas. This lack of space is most noticeable during the winter months where snow storage further restricts the width of the street. The proposal is to have 9-foot parking lanes on both sides of the street and a single 12-foot lane westbound. A more detailed engineering report is attached. Respectfully, Aaron J. Vera, P.E. Mayor City Engineer Monica Kurzejeski Phone: (518) 279-7110 Deputy Mayor aaron.vera@troyny.gov Bureau of Engineering 433 River St., Ste. 5001 Troy, New York 12180 TRAFFIC MEMORANDUM Washington Street between River St. and 5th Ave. 26 July, 2021 Background Washington Street is a two-way street extending from Front Street easterly to Havermans Avenue. Washington Street is posted at 30 miles per hour and accommodates parking on both sides of the street. The width of the street varies but does not exceed 30 feet. Issue/Request A number of residents have expressed concern to the Bureau of Engineering over two-way traffic on this street. With parking on both sides, vehicles must take turns navigating the narrow street. Further, winter conditions and snow emergencies are said to make these problems worse. The request was to consider converting Washington Street to a one-way between Fifth Avenue and River Street. Observations Speed, volume, and classification data was obtained between 2pm Wednesday, June 23 and 11am Saturday, June 26, 2021. Counting equipment was installed between 2nd and 3rd Streets near Franklin St. Speed The average speed measured was 18 mph and the 85th percentile was 21 mph; well below the City speed limit of 30 mph. Volume Volumes collected at our site are provided in Appendix A. To summarize here, the PM peak hour counted approximately 32 vehicles westbound and 38 vehicles eastbound. Further, counts were provided by CDTA for the intersections of Washington and 5th and for Washington and Hill. These counts are included in Appendix B. Based on these counts, eastbound and westbound traffic is also evenly distributed. Analysis and Proposal Based on recommendations provided by the American Association of State Highway Transportation Officials (AASHTO) for minimum parking and lane widths and further based on data obtained by this office, we recommend that Washington Street between 5th Avenue and River Street be converted to a one-way, westbound street. Vehicle counts obtained lead to the conclusion that very few eastbound vehicles will be displaced as a result of this modification. Neighboring streets are expected to be minimally impacted.
