Resolution Reporting The Standard Work Day For Certain Elected And Appointed Employees (Council President Mantello) 1  ORD21 ORDINANCE AUTHORIZING AWARDS OF NEIGHBORHOOD IMPROVEMENT PROJECT FUNDS The City of Troy, in City Council convened, ordains as follows: Section 1. Twenty thousand dollars ($20,000.00) has been allocated in the 2022 City of Troy budget for 2022 Neighborhood Improvement Projects. Section 2. The City Council of the City of Troy, New York, having given due deliberation and consideration to the several applications presented for Neighborhood Improvement Projects, does hereby award 2022 Neighborhood Improvement Funds in accordance with the recommendations of the NIP Subcommittee, which award list is attached hereto and made a part hereof. Canal St Park Canal St Park Flowers, paint, tables $994.93 $700 22 Ryan Rose Osgood Neighbors 442 2nd st Raised bed and perennials $1171 23 Marie Gavazzi Troy in Bloom Planters for Planters for downtown planters $1499.75 $1499.75 downtown area 24 James Rath Osgood Neighborhood Ren Osgood Woods Osgood Woods Signage, trash $1120 $1120 Land Trust pickup Total Requested $26,320.73 $20,695.05 *Please note they requested a grill if generator was denied, unsure if the amount awarded would change bc of this  RES57 RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A MEMORANDUM OF AGREEMENT TO SHARE HOUSEHOLD HAZARDOUS WASTE COLLECTION AND DISPOSAL SERVICES WITH THE COUNTY OF RENSSELAER AND THE TOWN OF BETHLEHEM WHEREAS, the City of Troy, the County of Rensselaer, and the Town of Bethlehem desire to hold joint Household Hazardous Waste collection events in order to provide the public with the means to safely and properly dispose of hazardous materials; and WHEREAS, the New York State Department of Environmental Conservation provides grant funding for municipal Household Hazardous Waste collection programs for up to 50% of eligible program costs; and WHEREAS, the City of Troy previously entered into a contract with MXI Environmental Services, LLC, for the collection and processing of Household Hazardous Wastes on designated Hazardous Waste collection days, and the parties have exercised the renewal option for 2022; and WHEREAS, the County of Rensselaer and the Town of Bethlehem desire to “piggyback” onto this contract, sharing the services and costs of collection and disposal of Household Hazardous Wastes in a fair and equitable manner; and WHEREAS, the City of Troy, the County of Rensselaer, and the Town of Bethlehem desire to enter into a Memorandum of Agreement in order to share services in connection with joint Household Hazardous Waste collection events to be held in 2022. NOW, THEREFORE, BE IT RESOLVED, that the Mayor of the City of Troy is hereby authorized, nunc pro tunc, to enter into an Agreement with the County of Rensselaer and the Town of Bethlehem for the purpose of sharing services and offering joint Household Hazardous Waste collection events, the Agreement to conform substantially with the Agreement attached hereto. Morrissey, Corporation Counsel  RES57 Memo in Support The City of Troy, the County of Rensselaer, and the Town of Bethlehem want to enter into a Memorandum of Agreement in order to share services in connection with joint Household Hazardous Waste collection events to be held in 2022. Troy already has a contract with MXI to haul and dispose of HHW, which the parties have extended for 2022. The County of Rensselaer and the Town of Bethlehem will ‘piggyback’ on Troy’s contract. The Corporation Counsels of the three municipalities have reviewed the Memorandum of Agreement, and have approved it subject to the same contingencies as last year. Morrissey Corporation Counsel, City of Troy RES57 RES57 RES57 RES57 RES57 RES57 RES57 RES57 RES57 RES57 RES57 RES57 RES57 RES57 RES57 RES57 RES57 RES57 RES57  RES58 RESOLUTION REPORTING THE STANDARD WORK DAY FOR CERTAIN ELECTED AND APPOINTED EMPLOYEES WHEREAS, New York Codes, Rules and Regulations (NYCRR) Title 2, Section 315.4 states that “any elected or appointed official who is not paid hourly or does not participate in an employer’s time keeping system that consists of a daily record of actual time worked and time charged to accruals, shall record his or her work activities for a period of three consecutive months,” in order to earn service crediting and retirement system membership benefits; and WHEREAS, NYCRR Title 2, Section 315.4 further states “the governing board of a participating employer of an elected or appointed official shall establish, by resolution, a standard work day for each elective or appointive office or position using the standard work day and reporting resolution form provided by the retirement system or a form or format approved by the retirement system.” NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Troy, New York, hereby establishes the standard work days for the elected and appointed officials who do not otherwise participate in the City of Troy’s time keeping system as designated in the attached forms, and will report these officials to the New York State and Local Employees’ Retirement System based on the record of activities submitted by them to the City Clerk.
