ORDINANCE AMENDING CHAPTER 141 OF THE TROY CITY CODE

The City of Troy, in City Council convened, ordains as follows:
Section 1. The purpose of this Ordinance is to amend Section 141-20 “Vacant building plan
and fees” of Chapter 141 of the Troy City Code.
Section 2. Section 141-20 (A) is amended by striking out and increasing fees as follows:
A. The owner of a vacant building shall file a plan explaining how he/she will
comply with § 141-21C(2) and (3) below and shall pay an initial fee of $250 750.
The fee shall be reasonably related to the administrative costs for registering and
processing the vacant building owner registration form and for the costs of the
City in monitoring the vacant building site.
Section 3. Section 141-20 (G) is amended by striking out and increasing fees as follows:
G. Annual fees.
(1) If the building remains vacant, each January 1 following the initial
registration the owner shall pay an annual fee as follows:
(a) The fee for the first year shall be $1,000 1,500 and paid pursuant to § 141-
20B.
(b) The fee for the second year shall be $1,500 2,500 and paid pursuant to § 141-
20B.
(c) The fee for the third year shall be $2,500 4,000 and paid pursuant to § 141-
20B.
(d) The fee for the fourth year shall be $3,500 5,000 and paid pursuant to § 141-
20B.
(e) The fee for the fifth and each succeeding year shall be $5,000 6,000 and shall
be paid pursuant to § 141-20B.
Section 4. The Troy City Council hereby enacts the foregoing amendments to Chapter 141
of the Troy City Code and authorizes the codification of these Section(s) and
Subsection(s), with the elimination of the matter herein struck out and the
addition of the underlined matter, all as delineated in this Ordinance.
Section 6. This Ordinance shall take effect January 1, 2026.

ORDINANCE AMENDING CHAPTER 216 OF THE TROY CITY CODE

The City of Troy, in City Council convened, ordains as follows:
Section 1. The purpose of this Ordinance is to amend Section 216-7 “Frear Park Municipal
Golf Course Fees” of Chapter 216 of the Troy City Code.
Section 2. Section 216-7 (A) is amended by striking out and adding matter and language,
and increasing fees as follows:
A. Season Pass:

Special
During the season, specials may be offered to promote play. These include, but
are not limited to, 2-for-1 calendar card specials and fall specials. Specials shall
be designed by the Golf Course Manager and the Golf Course Superintendent,
subject to the approval of the Commissioner of General Services. Tournament
outings must have 24 or more paid participants. College students must provide a
valid college student identity card to receive the student rate.

Ordinance.
Section 7. This Ordinance shall take effect January 1, 2026.

ORDINANCE AMENDING CHAPTER 270 OF THE TROY CITY CODE

The City of Troy, in City Council convened, ordains as follows:
Section 1. The purpose of this Ordinance is to amend Section 270-22 “Parking facilities” of
Chapter 270 of the Troy City Code.
Section 2. Section 270-22 (D) is amended by striking out language and matter and increasing
fees as follows:
D. Until such time as the Mayor shall issue a notice of adoption of a parking
facility use and fee plan, as provided in Subsection C of this section, the monthly
parking rate for customers using City-owned or -leased parking lots shall be as set
forth below:

ORDINANCE AMENDING THE CODE OF RULES AND REGULATIONS OF THE DEPARTMENT
OF PUBLIC UTILITIES TO ESTABLISH NEW WATER AND SEWER RATES
The City of Troy, in City Council convened, ordains as follows:
Section 1. The purpose of this Ordinance is to amend Schedules II and IV of the Rules and Regulations of
the Department of Public Utilities to establish new water and sewer rates.
Section 2. The first sentence of Schedule II is amended by adding and deleting matter to read as follows:
Within the corporate limits of the City of Troy, the meter rate is $4.532 per one thousand (1,000) gallons.
Within the corporate limits of the City of Troy, the meter rate is $4.930 per one thousand (1,000) gallons.
Section 3. Schedule IV is amended by adding and deleting language to read as follows:
Within the corporate limits of the City of Troy, the sewer rate is seventy-three five percent (73 75%) of the
water meter rate provided the customer is connected to the sanitary sewer system. There will be a minimum
sewer bill calculated using 5,000 gallons per quarter at 7375% of the current water meter rate for all accounts
that have an active water service regardless of how much water they use and whether they are connected to the
sanitary sewer system.
Customers outside the City that are not bound by contract agreement of sewer districts or political subdivisions,
will be billed at the same seventy-three five percent (7375%) of the water bill rate.
Section 4. The revision list, schedule of historical rates, and sewer rate notes in Schedules II and IV shall be
updated in accordance with this Ordinance, showing the new water meter rate of $4.532 4.930 per one thousand
(1,000) gallons and the new sewer rate of $3.308 3.968, with the format and language subject to final approval
of Corporation Counsel.
Section 5. The City Council hereby enacts the foregoing amendments to Schedules II and IV of the Rules
and Regulations of the Department of Public Utilities, with the elimination of the words and matter herein
struck out and the addition of the underlined words and matter, all as delineated in this Ordinance.
Section 6. This Ordinance shall take effect January 1, 2026.

ORDINANCE APPROPRIATING THE VARIOUS AMOUNTS AS APPROVED IN THE
CITY OF TROY BUDGET FOR FISCAL YEAR 2026 AND LEVYING TAXES ON ALL
TAXABLE PROPERTY WITHIN THE CITY OF TROY IN THE AMOUNT REQUIRED
TO BE RAISED BY PROPERTY TAXES FOR THE FISCAL YEAR 2026 BUDGET

The City of Troy, in City Council convened, ordains as follows:
Section 1. Pursuant to City of Troy Charter § 47-K, the City Council is required to adopt an
Ordinance appropriating the various amounts of money necessary for the
operation of the City government as set forth in the Fiscal Year 2026 City Budget.
Section 2. The City Council hereby appropriates the various amounts of money set forth in
the 2026 budget as approved for the several departments, bureaus, divisions,
offices, courts, boards, and commissions of the City and for the several purposes
specified in the Fiscal Year 2026 City Budget.
Section 3. Pursuant to Troy City Charter, § 47-N, the City Council is required to levy taxes
on all taxable property in the City of Troy as shown on the annual tax assessment
rolls to raise the amount of revenue required by the City Budget for Fiscal Year
2026, through the collection of property taxes.
Section 4. The amount of $29,944,026 as set forth and specified in the City Budget for Fiscal
Year 2026 is hereby determined to be the amount of revenue required to be raised
from real property taxes for Fiscal Year 2026.
Section 5. The amount of $30,294,026 is hereby levied as the total property tax on all
taxable property within the City of Troy as shown on the annual assessment rolls
for the City of Troy.
Section 6. This Ordinance shall take effect immediately.

Re: Memo In Support – Ordinance Appropriating Amounts & Levying the Real Property Tax
for the 2026 Fiscal Year
Pursuant to City Charter §47-N, the final legislative task imposed on the City Council at the
Special Meeting is to pass an ordinance setting the tax levy for the City for all taxable properties
on the assessment roll of the City. The purpose of this ordinance is to obtain the actual revenues
necessary to support those expenditures contained in the approved City Budget that are funded
via property taxes collected by the City.
The amounts reflected in this ordinance are based on the proposed 2026 budget. Section 4 is the
Revenue that is Required from Real Property Taxes and Section 5 is the Total Tax Levy
necessary to generate the required revenue.
RESOLUTION ADOPTING THE MAYOR’S RECOMMENDED BUDGET FOR THE CITY OF TROY
FOR FISCAL YEAR 2026 OR ADOPTING AN AMENDED BUDGET FOR THE CITY OF TROY FOR
FISCAL YEAR 2026

WHEREAS, pursuant to City Charter § 47-E, the Mayor filed with the City Clerk a budget message
and recommended budget for the City of Troy for Fiscal Year 2026 on 10/10/2025; and
WHEREAS, pursuant to City Charter § 47-F, the City Council conducted a special meeting on
10/15/2025, at which it referred the recommended budget to the City Council Finance Committee which in turn
referred the recommended budget to the respective Standing Committees of the City Council; and
WHEREAS, pursuant to City Charter § 47-H, the Finance Committee and respective Standing
Committees of the City Council conducted preliminary public hearings between 10/15/2025 and 10/23/2025;
and
WHEREAS, pursuant to City Charter § 47-H, the Finance Committee and respective Standing
Committees of the City Council filed reports with the City Clerk on 11/15/2025, regarding the preliminary
public hearings; and
WHEREAS, pursuant to City Charter § 47-I, a meeting of the Mayor and the City Council was held
on 11/20/2025 to review suggested changes to the recommended budget; and
WHEREAS, pursuant to City Charter § 47-J, a final public hearing was conducted on 11/24/2025 at
which all persons desiring to be heard in relation to the budget estimates in the recommended budget were given
an opportunity to do so; and
WHEREAS, pursuant to City Charter § 47-K, the City Council is conducting a special meeting on
12/01/2025 to adopt the Mayor’s recommended budget or to amend and adopt a budget for the City of Troy for
Fiscal Year 2026 and to submit same to the Mayor for approval.
NOW, THEREFORE, BE IT RESOLVED, that the City Council hereby adopts the Mayor’s
recommended budget as proposed, with the appropriations to be in the amount of $89,560,323 in the General
Fund, $5,567,346 in the Garbage Fund, $14,910,303 in the Water Fund, $4,476,686 in the Sewer Fund, and
$7,902,685 in the Debt Service Fund; or
BE IT RESOLVED, in the alternative, the City Council hereby adopts an amended budget, with the
appropriations to be in the amount of $________________ in the General Fund, $________________ in the
Garbage Fund, $________________ in the Water Fund, $________________ in the Sewer Fund, and
$________________ in the Debt Service Fund.

Re: Memo In Support – Resolution Adopting or Amending and Adopting the Mayor’s
Proposed Budget
City Charter § 47-K provides that the City Council shall hold a special meeting, after the final
public hearing to accomplish certain specific tasks related to the budget and the funding of City
operations in the upcoming fiscal year. The special meeting has been scheduled for
12/01/2025. The most important legislative task to be accomplished by the City Council at the
meeting is to approve the Mayor’s recommended budget or to amend and adopt an amended
budget. In the event that the Council does neither, the Mayor’s recommended budget takes
effect.
The Mayor’s proposed budget, submitted to the City Clerk on October 10, 2025, included
appropriations in the General Fund totaling $89,560,323, Garbage Fund appropriations totaling
$14,910,303, Water Fund appropriations totaling $4,476,686, Sewer Fund appropriations of
$4,476,686, and Debt Service Fund appropriations totaling $7,902,685. This Resolution adopts,
or amends and adopts, the Mayor’s proposed budget.
This Resolution, as written, reflects the appropriations in each of the City’s four operating funds
as proposed by the Mayor for the 2026 fiscal year and does not propose any potential
amendments by the Troy City Council. However, attached hereto is a Schedule A to be used, if
needed, for any amendments made to the proposed budget.
