NOTICE OF PUBLIC MEETING
Notice is hereby given that the Planning Commission of the City of Troy, New York, will conduct a public meeting
at 6:00 P.M. on July 21st, 2021, on the 5th Floor of 433 River Street, to act upon the following requests, referred by
the Bureau of Code Enforcement of the City of Troy, for review and approval.
Members of the public are encouraged to submit comments prior to the meeting via email or in-person during the
public comment period. All written public comment should be directed to planningcommission@troyny.gov at least
six (6) hours prior to the meeting. No other email address is monitored for public comment.

PLPC 2021 0022 – 2368 & 2350 Fifth Avenue (101.30-8-42)
Site Plan Review (SEQR Type II)
The applicant, CEO (Commission on Economic Opportunity), proposes to demolish a building due to deterioration
of materials and existing unsafe conditions. The applicant has no other plans for the property at this time.

The applicant, Naheem Billups, for Family Benevolence Services Inc., is proposing a change of use from a
barbershop to a sandwich café.

The applicant, Hussein Logman, for Troy F17 LLC, is proposing to sell hot food, thus requiring the installation of a
hood and ansul system.

PLPC 2021 0010 – Winter Garden (101.45-6-1 & 101.53-4-2.1)
Site Plan Review and SEQR Determination (Type I)
David Bryce is proposing the demolition of ±85% of the Uncle Sam Mall and the construction of a parking garage,
commercial/retail/office spaces, ±60 apartment, an outdoor plaza, and the restoration of the Frear Building with new
internal connection to the Winter Garden. The applicant is represented by Brian Osterhout, P.E. of Environmental
Design Partnership, LLP (EDP).
PLPC 2017 0125 – Capital Roots, 594 River Street (101.22-2-14; 101.22-2-8; 101.22-6-2; 101.22-7-1)
Site Plan Review and SEQR Determination (Type I)
The applicant, Capital Roots, is proposing to expand the Capital Roots Urban Grow Center along River Street
between Jay Street and Rensselaer Street. New parking, utilities and grading are proposed in support of the new
addition. A greenhouse is proposed at the corner of Jay Street and 5th Avenue with associated parking across the
street at the corner of Jay Street and Earl Street.
