City of Troy, NY Police Objective Review Board Meeting Minutes Meeting Date: March 6, 2023 Present: Marcus Nix Jeff Anderson Elijah Scott Mayor Patrick Madden Captain Anthony Conyers Excused: Starletta Smith Taneisha Harris Michael Tuttman The March 2023 Police Objective Review Board meeting was called to order by Chairman Marcus Nix at 6:34pm on March 6th. Richard Morrisey, Esq., was not available to address the recent Supreme Court that addressed a request from the New York Civil Liberties Union for police disciplinary records. A meeting with Morrisey has been postponed until further notice. However, Mayor Madden informed us that the city is still reviewing the decision and will determine If the city will appeal. Those who oppose the repeal of 50-A and even those who support the repeal but with modifications want more clarity before making such a change. Some see the repeal as a win for transparency and some see it as the occasional lack of due process ruining a reputation or even safety of those involved. Chairman Marcus Nix put out a reminder that we were invited to the March meeting with the Little Italy Quality of Life Committee on March 15th a the Italian Community Center from 6pm to 7:15pm. Jeff Anderson stated that PORB received a few resumes (via email) to fill the current vacancies on the PORB. Deadline is April 30th. Captain Conyers presented us with the case file for IBS 22-17 (report and body cam footage) for review. The PORB members who reviewed the case unanimously agreed that the officers acted appropriately, lawfully, and recommended that the case be closed as exonerated. Request for OPS 23-01 complaint file is scheduled to be prepare for review at the April 3rd meeting. The meeting adjourned at 8:16 until April 3rd.
