City of Troy, NY Police Objective Review Board Meeting Minutes Meeting Date: October 2, 2023 Present: Jeff Anderson Marcus Nix Elijah Scott Starletta Smith Michael Tuttman Mayor Patrick Madden Captain Anthony Conyers Excused: Sarah Crockwell Taneisha Harris Peter McCorkle The October 2023 Police Objective Review Board meeting was called to order by Chairman Marcus Nix at 6:36pm on October 2nd. The roll was called, and a quorum was established. During the September PORB meeting, Chairman Nix requested that the city provide us with copies of the book Opening Doors To teamwork and Collaboration: 4 Keys That Change Everything at the October meeting. Mayor Madden distributed copies to present PORB members before the start of the October meeting. A presentation from the Troy Police Department that was originally scheduled for the October PORB meeting will be postponed until further notice. Chairman Nix suggested that the PORB review Chapter 79 to see if they feel there should be any attention to any portion of the document that may give pause. If any PORB member finds something of that nature they can determine if the newly elected administration would need to discuss the possibility of making revisions to Chapter 79 that could make an improvement to the PORB in the future. Those concerns could be addressed with candidates at the meeting hosted by “A More Welcoming Troy” on October 16th at Sage College. Captain Conyers presented the body cam footage for OPS 23-05. The case was a complaint that the officers unlawfully detained, used excessive force, and were untruthful while investigating a traffic violation. The PORB upheld the action taken by OPS (Exonerated/Unfounded). The observation and review of the body cam footage did not reveal any instance or evidence to substantiate claims made by the complainant. Meeting adjourned at 8:00pm The next scheduled PORB meeting will take place on November 6th.
