City of Troy, NY Police Objective Review Board Meeting Minutes Meeting Date: November 6, 2023 Present: Jeff Anderson Sarah Crockwell Peter McCorkle Marcus Nix Elijah Scott Starletta Smith Michael Tuttman Mayor Patrick Madden Captain Anthony Conyers The November 2023 Police Objective Review Board meeting was called to order by Chairman Marcus Nix at 6:33pm on November 6th. The roll was called and a quorum was established. Chairman Nix would like PORB members to review Chapter 79 and to share any concerns if they have any as we start to prepare the PORB for moving ahead with the incoming city administration at the beginning of next year. There was no old business to discuss. Introductions and presentations from TPD command staff was postponed until further notice. Captain Conyers presented the case file for 23-07 (report and body cam footage) review and assessment. The complaint was filed due to a possible violation of civil rights and excessive force. The PORB agreed with the findings that officers acted in good faith and executed a valid search warrant based on misinformation provided by the victim of the original crime (the offender did end up being apprehended). The officers received training on areas of improvement that were identified at the time along with a recommendation to review TPD 04.35 which is for camera recording. Meeting adjourned at 7:35pm . The next scheduled PORB meeting will take place on December 4th.
