City of Troy, NY Police Objective Review Board Meeting Minutes Meeting Date: January 8, 2024 Present: Jeff Anderson Sarah Crockwell Peter McCorkle Marcus Nix Elijah Scott Michael Tuttman Starletta Washington Mayor Carmella Mantello Captain Anthony Conyers The January 2024 Police Objective Review Board meeting was called to order by Chairman Marcus Nix at 6:33pm on January 8th. The roll was called and a quorum was established. The PORB currently has a vacancy that needs to be filled and a press release will be distributed. Sarah Crockwell suggested using different forms of social media to increase the candidate pool. Mayor Mantello will connect us with her Communications Director. Sarah Crockwell and Elijah Scott will work on and provide the press release to the Communications Director. We discussed the assembling of the annual report. The report will include minutes, case reviews, and other events that took place over the last year. A list of completed case reviews will be provided to Vice Chairwoman Starletta Washington. Chairman Nix suggested having one training per month, starting in March. Suggested trainings to take place over the year include implicit/explicit bias, use of force, and professional standards. Sarah Crockwell also suggested taking the Implicit Association Test provided by Harvard. Captain Conyers informed us that there will be an updated Complaint Log distributed upon the Chief of Police’s return and approval. Captain Conyers presented case file 23-14 which included a report and body cam footage. The complainant stated that the officers violated civil rights, used excessive force, and were unprofessional. The POB agreed with the findings that revealed that the officers properly followed policy and procedure. General Order 06.01, part D, states that force can be used when an officer is trying to preven themselves or others from injury. General Order 06.13, Section C, which refers to the user of a taser. Numbers 4 and 5 of section C states that one can be subdued when they are physically violent and/or non compliant. Officers were reminded to wait for backup before restraining an individual and that supervisors remove any officers involved in a use of force with officers who were not involved when there is an appropriate number of staff. Meeting adjourned at 8:13pm . The next scheduled PORB meeting will take place on February 5th.
