City of Troy, NY Police Objective Review Board Meeting Minutes Meeting Date: February 5, 2024 Present: Peter McCorkle Marcus Nix Elijah Scott Starletta Michael Tuttman Starletta Washington Captain Anthony Conyers Excused: Jeff Anderson Sarah Crockwell The February 2024 Police Objective Review Board meeting was called to order by Chairman Nix at 6:37pm on February 5th. The roll was called and a quorum was established. The minutes for the January 8th PORB meeting were accepted. Chairman Nix made the motion, Michael seconded. Chief Dewolf introduced himself to our new PORB members and provided a roster update. The PORB has received two resumes from those interested in filling a vacant position. Both resumes were received via email. We discussed a few logos that were suggested to be used by the PORB in future forms of communication. A logo will be discussed further in future meetings. Vice Chairwoman Washington provided us with an update on the annual report and we discussed how the report will be formatted. There was a discussion about the drug registry passed by the Rensselaer County Legislature. Chairman Nix handed out copies of the legislation and stated that there will be further discussion of the legislation before it can be implemented as the District Attorney makes the final decision. Captain Conyers presented case file OPS 23-17 (complaint of civil rights violations and excessive force). The PORB determined unanimously (5-0) that it agreed with the findings that there were no violations of policy and procedure. The PORB plans to have trainings on policies procedures for new members. We were also told that the TPD may be updating some policies this year. Meeting adjourned at 8:22pm. The next PORB meeting will take place on March 5th.
