City of Troy, NY Police Objective Review Board Meeting Minutes Meeting Date: March 4, 2024 Present: Jeff Anderson Sarah Crockwell Peter McCorkle Marcus Nix Elijah Scott Mayor Carmella Mantello Captain Anthony Conyers Absent: Starletta Washington (E) Michael Tuttman (U) The March 2024 Police Objective Review Board meeting was called to order by Chairman Nix at 6:45pm on March 4th. The roll was called and a quorum was established. The minutes for the February 5th PORB meeting were accepted. Chairman Nix made the motion, Peter McCorkle seconded. The PORB email address can only can only be accessed by one person at a time. Moving forward the PORB will have a distribution group instead of an email box. The PORB will be interviewing candidates on March 18th to fill the current vacancy. Once the PORB decides on who to select, the Mayor will be notified. The Rensselaer County Legislature recently passed legislation establishing a drug offender registry. In a meeting with county and city officials, Chairman Nix addressed concerns about the registry and it’s implementation (such as it’s constitutionality in general as well as including offenders under age 18). While seeing the legislation as a possible deterrent to selling drugs (especially to youth), the District Attorney advised that her office would not prosecute 16 and 17 year olds and would send those cases to family court. It was also advised that newly enacted legislation has 90 days to be challenged. Chairman Nix attended the Youth Black History Month Breakfast which showcased positive involvement of youth in Troy. The event also featured presentations from local youth organizations. The PORB reviewed the final draft of the Annual Report and voted to approve the report unanimously. Chairman Nix made the motion and Peter McCorkle seconded. We observed body cam footage from October 2023 which resulted in the death of a suspect in police custody. the PORB unanimously agreed that the officers followed prescribed procedures and practices of the TPD. They also made every effort to save the suspect’s life. The incident is still being investigated by the NYS Office of the Attorney General. Meeting adjourned at 7:58pm. The next PORB meeting will take place on April 1, 2024.
