City of Troy, NY Police Objective Review Board Meeting Minutes Meeting Date: May 6, 2024 Present: Jeff Anderson Sarah Crockwell Peter McCorkle Marcus Nix Elijah Scott Michael Tuttman John Vanalstyne Starletta Washington Mayor Carmella Mantello Captain Anthony Conyers The May 2024 Police Objective Review Board meeting was called to order by Chairman Nix at 6:35pm on May 6th. The roll was called, and a quorum was established. The minutes for the April 2024 PORB meeting were accepted. Chairman Nix welcomed our recently appointed member, John Vanalstyne. Mayor Mantello provided us with information about the Operational Sentinel Initiative. This project will enlist personnel to support certain operations throughout the city while also using existing programs that focus on quality of life and crime. This will be focused on certain “hot spots” where a lot of criminal activity and/or quality of life issues are reported. The goal is also to build the relationship between the police and community as the TPD will also be working with other criminal justice agencies and community members. The PORB also did a review on Chapter 79, our by-laws. Chairman Nix proposed an amendment to Chapter 79 that will be further discussed before approval. We discussed this year’s Juneteenth event. The PORB will have an informational table at the event along with a PORB member(s) to speak with attendees about the PORB. Thera was a review and assessment of ISBs 23-21, 23-22, and 23-24. The PORB unanimously agreed with the findings in the report for 23-21. The complaint was unfounded, and the officers did not violate the rights of the complainant. The complaint for 23-22 was not sustained and the PORB unanimously agreed with the findings. Officers followed policy and procedure, and no one was illegally detained. The officer involved in the complaint for 23-24 was accused of using excessive force. The vote was unanimous that the body cam footage did not show that the force used was excessive. The meeting adjourned at 8:45pm. The next PORB meeting is scheduled to take place on June 3, 2024.
