City of Troy, NY Police Objective Review Board Meeting Minutes Meeting Date: June 3, 2024 Present: Jeff Anderson Sarah Crockwell Peter McCorkle Marcus Nix Starletta Renee Elijah Scott Michael Tuttman John Vanalstyne Mayor Carmella Mantello Captain Anthony Conyers The June 2024 Police Objective Review Board meeting was called to order by Chairman Nix at 6:35pm on June 3rd. The roll was called, and a quorum was established. The minutes for the May 2024 PORB meeting were accepted. Chairman Nix attended the Troy Police Department’s annual breakfast on May 17th. Each year, the TPD hosts the event to recognize the efforts made by the department in keeping the city safe. Officer Ryan MacDonald was awarded Officer of the Year for his work in the community. In order to better inform those who want to make a FOIL request to the city, Vice Chairwoman Starletta Renee made a suggestion to provide contact information for FOIL requests to the PORB website (possibly just adding the link to the FOIL requests page that is already on the city website). The mayor stated that the city will consider it. The Rensselaer County Drug Dealer Registry is now in effect. The registry will be an online database of people who are convicted of selling drugs. The law mandates that those convicted of drug dealing remain on the register for ten years with addresses made public. A second conviction would result in being placed on the registry for life. Opponents of the new law are currently looking at the possibility of challenging the law’s constitutionality. Chairman Nix shared a statement requesting an amendment to Chapter 79. PORB members provided their input about the requests, and we will likely move forward in starting the process to have that amendment reviewed by the city. A special meeting is currently begin scheduled for June 18th to discuss what the PORB’s role should be moving forward. An executive meeting will take place on June 7th to discuss an agenda. There was a review of OPS 24-01. The officer was accused of excessive force and harassment. The PORB unanimously agreed with the outcome of the department’s investigation (exonerated). PORB members also determined that officers should review camera footage to find ways to improve performance and gain compliance when it comes to de-escalation. There was also a review of OPS 24-05, a complaint of excessive force and rights violations during a building search following a shooting. The PORB agreed with the outcome of the department’s investigation. The officer responded well to an uncomfortable situation and did a fine job of deescalating the situation. The meeting adjourned at 8:31pm. The next PORB meeting is scheduled to take place on June 18, 2024.
