CITY OF TULARE ADMINISTRATIVE SERVICES DEPARTMENT PROPERTY SERVICES DIVISION TULARE AVIATION COMMITTEE MONDAY, AUGUST 24, 2015 I. CALL TO ORDER The regular meeting of the Tulare Aviation Committee was called to order by Vice Chairman Gene Roberts, at 6:06 p.m. COMMITTEE MEMBERS PRESENT: Gene Roberts, Vice Chairman Michael Groah Casey Jenkins COMMITTEE MEMBERS ABSENT: Ray Dias Jr. Lee Brehm STAFF PRESENT: Steve Bonville, Property Services Manager Rich Lujan, Facilities Maintenance & Airport Operations Mgr. Melissa Hermann, Department Assistant STUDENTS PRESENT: None OTHERS PRESENT: None II. PLEDGE OF ALLEGIANCE The pledge of allegiance was led by Vice Chairman Gene Roberts III. CITIZEN COMMENTS None IV. COMMUNICATIONS None V. CONSENT CALENDAR Approve minutes of Monday, July 27, 2015 regular meeting. It was motioned by Gene Roberts, seconded by Michael Groah and unanimously carried that minutes of July 27, 2015 be approved as presented. VI. STUDENT REPORT None VII. GENERAL BUSINESS 1. Notice of Completion for Runway Rehabilitation Steve Bonville reported that the City Council had approved him to file the Notice of Completion on the Runway Rehabilitation. Mr. Bonville had the Clerk file it with the County. That clears a way for the closure of the federal grant portion, the release of holding of the final money to the contractors at which time we will file for the matching funds. Mr. Gene Roberts asked how long it takes to get the money from the time you file. Mr. Bonville replied stating forty-five (45) days, waiting for any challenges to the Notice of Completion before releasing the final money to the contractor. It has been about two (2) to three (3) weeks and no one has come forward. At the end of forty-five (45) days, we will forward that money to the contractor and call that portion of that closed. You will see this popping up for the next few months. It takes some Tulare Aviation Committee 2 Minutes – July 27, 2015 time for all of this to go through. The ALP, we got a second draw down, so we are about seventy-five (75) percent completed with that. This is expected to be done maybe the end of October or first of November. A copy of that with the new changes will be distributed for review once a draft has been received. 2. Airport Vandalism Steve Bonville reported there have been a couple issues of airport vandalism. System One (1) have one of their storage units broken into. Someone has cut through the fence to get access to the airport. There was no damage to aircrafts. They may have gotten into the old Mefford hangar. There was evidence that they may have pushed one of the doors open; probably just looking around for stuff. Mr. Bonville warned to be extra vigilant at the airport. The police were notified about the vandalism. Mr. Gene Roberts asked where the damage was at on the perimeter. Mr. Rich Lujan responded stating it was right in front of System One (1) and to the north. If you looked at the fence, you would have to really look for it. These guys were smart enough to cut the fence in an “L” shape and held it up with a tennis shoe lace. You could walk right past it and not see it. Mr. Lujan stated he ran the entire airport perimeter looking for anything else out of place. 3. Goodlin Cropdusters / West Coast Governor Steve Bonville reported that Goodlin Cropdusters is now in their hangar and they have done a lot of rehab to it. West Coast Governors is cleaning out the old Blue Sky hangar. The airport is at one hundred (100) percent occupancy. There are six (6) or eight (8) people on the waiting list and Mr. Bonville recently added someone to it. West Coast Governor should be in business out of the hangar by mid October. This is a good aviation related business for the airport. Goodlin Cropdusters is doing very well too. 4. Holding Basin Steve Bonville reported that the holding basin that is located to the South of the airport will be cleaned out. East of the old Mefford hangar is a holding basin that has been somewhat neglected. This will get done before the rainy season. Rich and his crew will be out at the airport ensuring the gutters are cleaned out. VIII. ITEMS OF COMMITTEE MEMBERS INTERESTS – Steve Bonville: The City redid its website. Mr. Bonville pointed out that the airport has a page on the website. There is a calendar on the website and these agendas/meetings are all listed there. There is a generic blurb about the airport on the website at the moment. This will be updated. If the committee members have any items of interest that they would like included on the website, please send to Mr. Bonville via email. IX.
