7796 ACTION MINUTES OF TULARE CITY COUNCIL, CITY OF TULARE March 20, 2018 A regular session meeting of the City Council, City of Tulare was held on Tuesday, March 20, 2018, at 7:00 p.m., in the Tulare Public Library & Council Chambers, 491 North “M” Street. COUNCIL PRESENT: Carlton Jones, Maritsa Castellanoz, David Macedo, Greg Nunley COUNCIL ABSENT: Jose Sigala STAFF PRESENT: Joe Carlini, Heather Phillips, Sarah Tobias, Willard Epps, Barry Jones, Steve Bonville, Rob Hunt, Josh McDonnell, Michael Miller, Darlene Thompson, Trisha Whitfield, Traci Myers, Nick Bartsch, Frank Rodriguez, Roxanne Yoder I. CALL TO ORDER REGULAR SESSION Mayor Jones called the regular meeting to order at 7:04 p.m. II. PLEDGE OF ALLEGIANCE AND INVOCATION Boy Scout Troop 274 led the Pledge of Allegiance and an invocation was given by Pastor Bob Cherry. III. CITIZEN COMMENTS Mayor Jones requested those who wish to speak on matters not on the agenda within the jurisdiction of the Council, or to address or request a matter be pulled from the consent calendar to do so at this time. He further stated comments related to general business matters would be heard at the time that matter is addressed on the agenda. Donnette Silva-Carter addressed the Council regarding the Tule River Tribe presentation scheduled on the agenda and advised that the Chamber is in support of the project. Additionally, Ms. Silva-Carter introduced Tulare Leadership Participant Justin Rich, who briefly addressed the Council. David and Eliza Borjon addressed the Council seeking business support for their son, who is playing soccer in Barcelona, Spain, representing the City of Tulare. Ramon Cervantez addressed the Council regarding a crime that was committed against his son, and his concern over not being able to file a police report.  7797 Euler Torrez addressed the Council regarding their Viva Tulare Event beginning Sunday, May 13, 2018. Ben Brubaker addressed the Council regarding his time in Tulare and working with and appreciation for the Tulare Police Department. Gary Castro, Tulare County Fair, addressed the Council regarding his appreciation for the Tulare Police Department. Anyka Harris addressed the Council regarding training for the Police Department in interacting with mental health individuals to prevent further tragedies. Rodney Lee addressed the Council regarding his interaction with the Police Department and the need to address mental health issues at the individual level. Frank Lamatto addressed the Council regarding concerns with street closures on the block of 500 East Kern and the impact it has to businesses. Steve Harrell addressed the Council regarding mental health concerns and requested all City Councils put pressure on the County to improve services. IV. COMMUNICATIONS There were no items for this section. V. CONSENT CALENDAR: It was moved by Council Member Macedo, seconded by Council Member Nunley and unanimously carried that the items on the Consent Calendar be approved as presented. (1) Authorization to read ordinances by title only. (2) Approve minutes of March 6 and 13, 2017 special/regular meeting(s). VI. SCHEDULED CITIZEN OR GROUP PRESENTATIONS (1) Presentations to Women Honorees in recognition of International Women’s Month 2018. Council Member Macedo recognized Tulare County Fair CEO Pamela Fyock. Council Member Nunley recognized Tulare Chamber of Commerce CEO Donnette Silva-Carter. Vice Mayor Castellanoz recognized retired educator Terry Sayre. Mayor Jones recognized Dr. Debra Epps, Evangelist.  7798 (2) Presentation to Alexandra Macedo in recognition of being crowned 2018 Miss Central Valley. Mayor Jones recognized Alexandra Macedo for her accomplishments. (3) Presentation by the Tule River Tribe regarding proposed casino relocation and request for neighboring communities support in their efforts. Tulare River Tribe Chair, Neil Peyron, addressed the Council requesting support for the proposed casino location. Following the presentation, it was moved by Council Member Macedo, seconded by Vice Mayor Castellanoz and carried 4 to 0 (Council Member Sigala absent) supporting the efforts of the Tule River Tribe as requested. [A letter of support to the Bureau of Indian Affairs was drafted for the Mayor’s signature.] VII. MAYOR’S REPORT There were no items for this section of the agenda. VIII. STUDENT REPORTS There were no items for this section of the agenda. IX. GENERAL BUSINESS Comments related to General Business Items are limited to three minutes per speaker, for a maximum of 30 minutes per item, unless otherwise extended by the Council. (1) Public Hearing: a. Public Hearing to pass-to-print Ordinance 18-02 approving Zone Amendment No. 727, changing the existing Zoning District designation from R-1-5 (Single Family Residential-5,000 sq. ft. minimum lot area) to R-1-5/PD (Single Family Residential-5,000 sq. ft. minimum lot area/Planned Residential Combining District) on a property located approximately 100 feet to the South of W. King Avenue and East of North “G” Street (APN 175-165-001). Community Development Deputy Director Traci Myers provided a report for the Council’s review and consideration. Mayor Jones opened the public hearing at 8:14 p.m. Judy Dluglonski addressed the Council in support of the project, but would like to see more parking. With no further comments, Mayor Jones closed the public hearing at 8:17 p.m. It was moved by Vice Mayor Castellanoz, seconded by Council Member Nunley and carried 4 to 0 (Council Member Sigala absent) to pass-to-print Ordinance 18-02 as presented.  7799 (2) Community Development: a. Authorize staff to initiate a revision to Chapter 10.26 - Annexation of the Zoning Title to streamline the application process. Community & Economic Development Director Josh McDonnell provided a report for the Council’s review and consideration. Mike Lane, Building Industry Authority addressed the Council in support of the revisions. It was moved by Council Member Macedo, seconded by Council Member Nunley and carried 4 to 0 (Council Member Sigala absent) to approve the item as requested. b. Presentation and receipt of the City of Tulare’s 2017 Annual Housing Element Progress Report for the time period of January 1, 2017 to December 21, 2017 and direct staff to submit the Progress Report to the California State Department of Housing and Community Development (HCD) on or before April 1, 2018. Community & Economic Development Director Josh McDonnell provided a report for the Council’s review and consideration. It was moved by Council Member Macedo, seconded by Council Member Nunley and carried 4 to 0 (Council Member Sigala absent) to receive the report and direct staff to submit as requested. (3) Public Works: a. Update and discussion regarding roll-off services. Public Works Director Trisha Whitfield provided a report for the Council’s review and consideration. Ms. Whitfield addressed questions and comments posed by Council. Informational item only. (4) City Manager: a. Discussion regarding the assignment of Mid Kaweah Groundwater Sustainability Agency Board Alternates Howard Stroman and Gregory Blevins. City Manager Joe Carlini provided a report for the Council’s review and consideration. Consensus of the Council was to keep the alternate positions at-large. Informational item only. X. COUNCIL/STAFF UPDATES, REPORTS OR ITEMS OF INTEREST – GC 54954.2(3) Mayor Jones would like the City to start the conversation on addressing homelessness, mental health and drug issues and requested the Police Department to set-up the meeting to begin these discussions. Interim Police Chief Barry Jones responded regarding the Mayor’s request stating that the department receives training and has a crisis response process and emphasized that mental health issues are a crisis, not only locally, but at a county and statewide level as well, and that Tulare County Mental Health Department needs to provide more support with mental health services.  7800 XI.
