Tulare Library Advisory Board Meeting Minutes Tulare Public Library | 475 North M Street | Tulare, CA October 18, 2017, at 4:00pm | TPL Charter Room Facilitator: Lisa Hollingshead | Minutes: Melissa Emerson Attendees: Lisa Hollingshead; Ellen Baker; Michelle Lippincott; Donna Schauland; Alejandra Alfaro; Alexandra Arroyo; Rob Hunt; Heidi Clark; Melissa Emerson; Jane Zikratch; Rosemary Navarro; and Mollie Roache City of Tulare Mission Statement: To promote a quality of life making Tulare the most desirable community in which to live, learn, play, work, worship and prosper Agenda Topic Speaker Time I. CALL TO ORDER Meeting called to order at 4:05pm. Lisa Hollingshead 2 II. CITIZEN COMMENTS: This is the time for citizens to comment on items within the Lisa Hollingshead 2 jurisdiction of the Advisory Board. The Board cannot legally discuss or take official action on citizen comments that are introduced today. Each speaker will be allowed 3 minutes, with a maximum of 10 minutes per item, unless otherwise extended by the board. III. COMMUNICATIONS: Communications are to be submitted 10 days prior to a Lisa Hollingshead 2 meeting to be considered for this section of the Agenda. No action will be taken on matters listed under Communications; however, the Board may direct staff to schedule issues raised during Communications for a future agenda. Citizen comments will be limited to 3 minutes per topic, unless otherwise extended by Board. IV. ITEMS OF STUDENT INTEREST Alejandra Alfaro 5 Alexandra Arroyo  Alejandra and Alexandra are Teens On Board Members. They attend Tulare Union and are volunteering for youth events and have joined our Teen Advisory Board. Anthony Galindo (not present) is also part of Teens On Board. V. CONSENT CALENDAR: All Consent Calendar items are considered routine and will Lisa Hollingshead 2 be enacted in one motion. There will be no separate discussion of these matters unless a request is made, in which event the item will be removed from the Consent Calendar to be discussed and voted upon by a separate motion.  Approval of Minutes – September 20, 2017 Lisa motioned and Michelle seconded.  Approval to close @5:00 on the Wed before Thanksgiving Michelle motioned and Ellen seconded. VI. SCHEDULED CITIZEN OR GROUP PRESENTATIONS Lisa Hollingshead 2 VII. GENERAL BUSINESS Lisa Hollingshead 3  Community Services updates Rob Hunt 10 Working on a First 5 grant for Cesar Chavez Playground; We’ve already made it through first quarter of the fiscal year’s budget Heidi Clark and already in the process of creating next year’s. Future PERS 10 cuts will mean City will have to adjust the budget.  Introduce new Librarian Library Staff 10 Mollie Roache: Worked previously in a public library in a small city in Colorado; recently at Conyer Elementary School in Visalia. Has also worked as a middle school track coach.  Snapshot of Stats & Library Updates, Board Members Heidi: Night@Library Fundraiser---no attendance number yet, but turnout seemed well.  Programs & Outreach (Job Fair; Food 4 Fines; ) Jane: Job Fair on October 20th. The VRC will have a table with City and Library information as well as READ bags. The announcement was posted on the City website as well. Heidi: Food 4 Fines, annual program where patrons can donate up to 10 cans of food or 2 jackets to waive a maximum of $10 in overdue fines (lost or damaged items, or collections accounts not waived). Youth Department’s Spooktacular went well---good crowd for carnival games and costume contest. Melissa: Approx. 200 total for Carnival; 64 entries in Costume Contest and about 120 attendees total for the contest. 4th grade class tours doing well---between 30-60 kids each tour. TAP Homework Help averaging 30-45 students a month. “Falling Into Art” will be a Saturday Kids’ Activity on October 28th instead of a contest. International Games Day---we will celebrate this during Thanksgiving week. Rosemary Navarro: Attending this meeting for professional development. Will attend every other month. She is one of two Senior Library Assistants and has been working for the City Library for 18 years. Started as a part-time Library Aide. TPL is a finalist for the TKHCC Community Involvement Award Jane: Tulare Kings Hispanic Chamber of Commerce Awards night is November 17th. We would like to ask if the Foundation would sponsor a table for that night and invite their members as well as Advisory Board members to attend.  Suggestions from the Board VIII. ITEMS OF BOARD MEMBER INTEREST Lisa Hollingshead 2 Rosemary: The City Holiday list has us taking Friday, November 10 th off as the observed holiday and working on the 11th, which is the official holiday. Is this something that can be changed? Rob: Probably something that the City would have to contact CLOCEA about. May be too late to change for this year. IX.
