CITY OF TULARE PARCEL MAP COMMITTEE REGULAR MEETING MINUTES City Hall Community Room April 5, 2021 COMMITTEE MEMBERS PRESENT: Sandi Miller, Chairman Traci Myers, Community & Economic Development Director Jan Bowen, Senior Civil Engineer COMMITTEE MEMBERS ABSENT: Michael Miller, City Engineer STAFF PRESENT: Steven Sopp, Senior Planner Lucie Brown, Senior Administrative Assistant OTHERS: None CALL TO ORDER: Chairman Miller called the meeting to order at 10:30 a.m. MINUTES: It was motioned by Director Myers and seconded by Senior Civil Engineer Bowen to approve the minutes of the March 12, 2021 Parcel Map Committee meeting as presented. Approved by a unanimous vote. April 5, 2021 Page 1 PUBLIC HEARING: Tentative Parcel Map No. 2021-01: Steven Sopp, Senior Planner, reviewed with the Committee a request by Leonardo Campos to create two parcels from one existing approximately 0.41 acre parcel for future residential development. Property is located at 700 S. Dayton Street. Chairman Miller opened the public hearing there being no one to speak in favor of or against the project the public hearing was closed. Following Committee discussion it was motioned by Director Myers and seconded by Senior Civil Engineer to adopt Resolution 829 approving Tentative Parcel Map No. 2021-01 based on the findings and subject to the conditions as listed in the staff report. COMMITTEE AYES: Myers, Bowen, Miller NOES: None ABSTAIN: None ABSENT: None Tentative Parcel Map No. 2021-03: Steven Sopp, Senior Planner, reviewed with the Committee a request by Self Help Enterprises to create three parcels from one existing 6.47-acre parcel for future multi-family development. Property is located on the northwest corner of West Street and Olema Avenue. Chairman Miller opened the public hearing there being no one to speak in favor of or against the project the public hearing was closed. Following Committee discussion it was motioned by Director Myers and seconded by Senior Civil Engineer to adopt Resolution 828 approving Tentative Parcel Map No. 2021-03 based on the findings and subject to the conditions as listed in the staff report. COMMITTEE AYES: Myers, Bowen, Miller NOES: None ABSTAIN: None ABSENT: None April 5, 2021 Page 2 NON-PUBLIC HEARING: Lot Merger No. 2021-01: Steven Sopp, Senior Planner, reviewed with the Committee a request by Five Points Plaza, LLC to merge two assessor’s parcels to form one parcel to create a larger parcel for development of the site. Property is located on the southwest corner of Tulare Avenue and Mooney Boulevard. Following Committee discussion it was motioned by Director Myers and seconded by Senior Civil Engineer Bowen to adopt Resolution 830 approving Lot Merger 2021-01 based on the findings and subject to the conditions as listed in the staff report. COMMITTEE AYES: Myers, Bowen, Miller NOES: None ABSTAIN: None ABSENT: None Extension of Time- Tentative Parcel Map 2011-02: Steven Sopp, Senior Planner, reviewed with the Committee a request by Diego Espinosa for a time extension for Tentative Parcel Map 2011-02 to subdivide approximately .59-acres into three single family lots. Property is located on the west side of North “F” Street between Saratoga Avenue and Prosperity Avenue. Following Committee discussion it was motioned by Director Myers and seconded by Senior Civil Engineer Bowen approve a one year extension of time for Tentative Parcel Map 2011-02. Said map will expire on March 21, 2022.
