CALL TO ORDER:
Chairman Killion called the regular meeting to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE:
Commissioner Davis led us in the flag salute.

CONSENT CALENDAR:
Minutes of the February 13, 2017 meeting:
It was motioned by Commissioner Rocha and seconded by Commissioner Crase to approve the
Consent Calendar as presented.
Motion carried by unanimous vote.
PUBLIC HEARING:
Conditional Use Permit No. 2016-23:
Deputy Director Myers, reviewed with the Commission a request by Lighthouse Rescue Mission
to construct a two-story 7,535 sf homeless shelter for men and women on a vacant parcel located
at 215 South “H” Street.
Chairman Killion opened the public hearing.
Councilmember Jose Sigala spoke in favor of the project and stated that this is a much needed
project.
Steve Macias, 4 Creeks Engineering, spoke in favor of the project.
Louis Sparks, Executive Director of Lighthouse Mission, spoke in favor of the project. He noted
that he is very excited about this project and made himself available to answer any questions the
Commissioners may have.
There being no one else to speak in favor of or against the project the public hearing was closed.
Following Commissioner discussion, it was motioned by Commissioner Rocha and seconded by
Commissioner Davis to Adopt Resolution 5215, approving Conditional Use Permit No. 2016-23
based on the findings and subject to the conditions listed in the staff report.

TEENS ON BOARD:
Kathie Diaz, student member, commented on various school activities.
ITEMS OF BOARD INTEREST:
Director Hunt shared with the Commission an informational item regarding a Development
Needs Assessment Meeting which is a joint meeting with the City Council, Board of Public
Utilities and Planning Commission to be held on March 16, 2017 at 6:30 p.m. to brain storm to
help plan for future business development and economic growth within the community.
AJOURNMENT:
There being no other items to come before the Commission, the meeting was adjourned 7:30
p.m.

VII. GENERAL BUSINESS- PUBLIC HEARING
(1) Conditional Use Permit No. 2016-23:
Consider a request by Lighthouse Rescue Mission to construct a new 7,535 sf homeless
shelter for men and women on a vacant 15,000 sf parcel located at 214 South “H” Street.
Project Planner: Traci Myers, Community Development Deputy Director
Adopt Resolution 5215, approving Conditional Use Permit No. 2016-23.
