CALL TO ORDER:
Chairman Killion called the regular meeting to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE:
Commissioner Miller led us in the flag salute.

STAFF COMMUNICATIONS:
Director Hunt reminded the Commissioners of several events; 1) The Development Needs
Assessment meeting on Thursday, March 16th at 6:30 p.m. at the Council Chambers, 2) the
Budget Session on Friday, March 17th at 12:30 p.m. at the Fire Station on Blackstone and 3) the
Arbor Day Celebration on Friday, March 17th at 10:00 a.m. at Cypress Park.
CONSENT CALENDAR:
Minutes of the February 27, 2017 meeting:
It was motioned by Commissioner Miller and seconded by Commissioner Herrera to approve the
Consent Calendar as presented.
Motion carried by unanimous vote.
PUBLIC HEARING:
Conditional Use Permit No. 2016-16:
Aaron Carpenter, Assistant Contract Planner, reviewed with the Commission a request by The
Garden Nursery to permit the use of the current nursery site located at 950 North J Street, as an
Outdoor Assembly-Venue with an On-site ABC license (Beer and Wine) and move-on modular
restroom building.
Chairman Killion opened the public hearing.
Devon Brown, applicant, spoke in favor of the project and made herself available to answer any
questions from the Commissioners.
There being no one else to speak in favor of or against the project the public hearing was closed.
Following Commissioner discussion, it was motioned by Commissioner Miguel and seconded by
Commissioner Rocha to Adopt Resolution 5216, approving Conditional Use Permit No. 2016-16
based on the findings and subject to the conditions listed in the staff report.

Commissioner Herrera congratulated Tulare Western on their “Make a Wish Week” as well as
Mission Oak girl’s basketball team for making it to the 2nd round of playoffs. She also
recognized Commissioner Ty Davis for the excellent work he is doing with the youth of Tulare
through Reaching Higher.
AJOURNMENT:
There being no other items to come before the Commission, the meeting was adjourned 7:19
p.m.
