CALL TO ORDER:
Chairman Killion called the regular meeting to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE:
Commissioner Herrera led us in the flag salute.
CITIZEN COMMENTS:
None
COMMISSIONER COMMENTS:
Commissioner Miller announced that she is saddened by the passing of Tom Drilling, former City
Mayor and a very special man.

CONSENT CALENDAR:
Minutes of the May 8, 2017 meeting:
It was motioned by Commissioner Miller and seconded by Commissioner Herrera to approve the
Consent Calendar as presented.
Motion carried by unanimous vote.
PUBLIC HEARING:
Mitigated Negative Declaration/General Plan Amendment No. 2017-01 Zone Amendment No.
719:
Aaron Carpenter, Assistant City Contract Planner, reviewed with the Commission a request by
Jonathan Van Ryn to change land use designation from Community Commercial to Low Density
Residential (3.1 – 7.0 units/acre) and change the zoning from C-2 (Office Commercial) to R-1-12.5
(single family residential - 12,500 sq. ft. minimum lot area) on a 12,743 sq. ft. parcel located at the
northwest corner of Merritt Avenue and Gem Street.
Chairman Killion opened the public hearing.
Rob Hunt, Community Services Department Director, provided the Commission with a brief
background of how this project came to be.
There being no one else to speak in favor of or against the project, the public hearing was closed.
Following Commission discussion it was motioned by Commissioner Rocha and seconded by
Commissioner Miller to adopt Resolution 5236, adopting a Negative Declaration for General Plan
Amendment No. 2017-01 and Zone Amendment No. 719 based on the findings as listed in the staff
report.

Following Commission discussion it was motioned by Commissioner Davis and seconded by
Commissioner Rocha to adopt Resolution 5233, recommending to the City Council approval of
General Plan Amendment No. 2017-01 based on the findings as listed in the staff report.

Following Commission discussion it was motioned by Commissioner Rocha and seconded by
Commissioner Herrera to adopt Resolution 5234, recommending to the City Council approval of
Zone Amendment No. 719 based on the findings as listed in the staff report.

Conditional Use Permit No. 2017-10:
Aaron Carpenter, Assistant City Contract Planner, reviewed with the Commission a request by
Rodrigo Ramirez to construct and operate a 1,800 sq. ft. small recycling collection facility located at
1280 North “H” Street. Property is zoned C-4 (Service Commercial).
Chairman Killion opened the public hearing.
Reynaldo Sandoval, adjacent property owner, shared with the Commission his concerns regarding
the proposed project. He visited the current location that the applicant is operating at and has
witnessed customers leaving shopping carts and even urinating behind the modular containers and he
does not want that near his property. He stated that the he is glad to see that this is a permanent
building with restroom facilities and that it is gated. He also noted his concerns for traffic and
visibility when entering or exiting his property if a block wall is to be constructed along the south
end of the property.
There being no one else to speak in favor of or against the project the public hearing was closed.
Several Commissioners noted their concerns for the traffic and the visibility issue.
Keith Reynolds, Architect, TAE, Inc., noted that he and the applicant are willing to work with the
City Engineer as well as Mr. Sandoval, to come up with a solution to address the visibility issue
caused by the block wall.
Following Commission discussion it was motioned by Commissioner Davis to adopt Resolution
5235 approving Conditional Use Permit No. 2017-10.

Commissioner Herrera noted that there should be an added condition regarding the block wall and
visibility.
Chairman Killion noted that there should be an addition of condition #14 that states … “the applicant
shall work with the City Engineer to ensure design of block wall along the south property line
provides adequate sight distance for vehicles entering and exiting adjacent property”.
Commissioner Davis amended his motion to include Condition #14, it was seconded by
Commissioner Crase to adopt Resolution 5235, approving Conditional Use Permit No. 2017-10
based on the findings and subject to the conditions as listed in the staff report with the addition of
Condition #14.

Adopt Resolution 5236, adopting a Negative Declaration for General Plan
Amendment No. 2017-01 and Zone Amendment No. 719.
(2) General Plan Amendment No. 2017-01:
