CITY OF TULARE PLANNING COMMISSION REGULAR MEETING MINUTES Tulare Public Library—Council Chambers August 14, 2017 491 North M Street COMMISSIONERS PRESENT: Miller, Crase, Rocha, Miguel Herrera, Killion TEENS ON BOARD PRESENT: None STAFF PRESENT: Josh McDonnell, Community & Economic Development Director Traci Myers, Community & Economic Development Deputy Director Steven Sopp, Associate Planner Lucie Brown, Commission Clerk CALL TO ORDER: Chairman Killion called the regular meeting to order at 7:01 p.m. PLEDGE OF ALLEGIANCE: Commissioner Miguel led us in the flag salute. CITIZEN COMMENTS: None COMMISSIONER COMMENTS: Commissioner Herrera asked if there had been any update on the landscaping at the old Anchor Lighting building. Planning Commission Minutes 1 August 14, 2017 Deputy Director Myers noted that she will check with Code Enforcement and report back to Commission. Commissioner Crase asked about the status of the restaurant that was approved to go into the old movie theatre downtown. Deputy Director Myers stated that the applicant is still moving forward with his plans. Commissioner Miller noted that the window in the old Safarjians building downtown has been broken for several months and it doesn’t seem like anything is being done to replace it. Deputy Director Myers noted that she will get a notice of violation sent to the property owner to remedy the situation. STAFF COMMUNICATIONS: Chairman Killion welcomed Josh McDonnell, Community & Economic Development Director. Director McDonnell provided the Commission with a brief bio of himself and stated that he is very happy to be working for the City of Tulare. Deputy Director Myers updated the Commission on the process to replace former Commissioner Ty Davis. CONSENT CALENDAR: 1) Minutes of the June 26, 2017 meeting 2) Conditional Use Permit No. 2016-15-Kaweah Brewing- One Year Review It was motioned by Commissioner Crase and seconded by Commissioner Rocha to approve the Consent Calendar as presented. Motion carried by unanimous vote. PUBLIC HEARING: Conditional Use Permit No. 2017-16: Steven Sopp, Associate Planner, reviewed with the Commission a request by Armando Gonzalez Montes to operate a stationary mobile vending vehicle on property located at 1370 E. Bardsley Avenue. Chairman Killion opened the public hearing. Planning Commission Minutes 2 August 14, 2017 There being no one to speak in favor of or against the project the public hearing was closed. Following Commission discussion it was motioned by Commissioner Miguel and seconded by Commissioner Rocha to adopt Resolution 5244, approving Conditional Use Permit No. 2017-16 based on the findings and subject to the conditions as listed in the staff report. COMMISSIONERS AYES: Rocha, Miller, Crase, ABSENT: None Miguel, Herrera, Killion NOES: None ABSTAIN: None GENERAL BUSINESS- NON PUBLIC HEARING ITEMS: None TEENS ON BOARD: Chairman Killion asked about the status of our Teens on Board. Deputy Director Myers stated that she will have Commission Clerk look into this and report back at the next meeting. ITEMS OF BOARD INTEREST: Deputy Director Myers thanked the Planning Commission for approving Kaweah Brewing Company one year review and noted that she is working with the owner to find a larger location for their business. Commissioner Crase noted that the Tulare 12 year old All Star baseball team made it to North Carolina to compete in the championship and came home with a 3rd place finish. Commissioner Miller reminded everyone that the “Night at the Library” fundraiser will be held on Monday, September 25th from 5:30 to 8:30 p.m. and encouraged everyone to attend. Bardsley Avenue. Property is zoned Neighborhood Commercial (C-1). The project is Categorically Exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15304 (e).
