CITY OF TULARE PLANNING COMMISSION REGULAR MEETING MINUTES Tulare Public Library—Council Chambers May 14, 2018 491 North M Street COMMISSIONERS PRESENT: Cox, Miller, Rocha, Herrera, Miguel TEENS ON BOARD PRESENT: Esmeralda Contreras STAFF PRESENT: Josh McDonnell, Community & Economic Development Director Steven Sopp, Associate Planner Lucie Brown, Commission Clerk CALL TO ORDER: Chairman Miguel called the regular meeting to order at 7:00 p.m. PLEDGE OF ALLEGIANCE: Commissioner Cox led us in the flag salute. CITIZEN COMMENTS: None. COMMISSIONER COMMENTS: Commissioner Herrera stated that she attended the Cinco de Mayo event at Zumwalt Park and was pleased with all the community participation. She asked staff if there was any requirements for business owners to maintain their landscaping. She noted that there are several businesses around the City that are looking pretty bad. Planning Commission Minutes 1 May 14, 2018 Director McDonnell stated that unfortunately our Municipal Code has very little requirements as far as landscape maintenance other than requiring a landscape plan at time of issuance of a building permit. Chairman Miguel noted that he was pleased to see that in the Advance Register it listed Tulare as one of the fastest growing cities in Tulare County, even over Hanford. CONSENT CALENDAR: (1) Minutes of the April 23, 2018 regular meeting It was motioned by Commissioner Rocha and seconded by Commissioner Miller to approve the consent calendar as presented and carried by unanimous vote. PUBLIC HEARING: (1) Conditional Use Permit No. 2018-07: Steven Sopp, Associate Planner, reviewed with the Commission a request by Winging Is a Habit, Inc. and Wingstop for an ABC license (Type 41: On Sale Beer & Wine—Eating Place) to sell beer and wine on-site at 1578 Hillman Street in association with an existing restaurant. This project is exempt pursuant to Section 15301 (existing facilities) of the California Environmental Quality Act of 1970, as amended. Chairman Miguel opened the public hearing. There being no one else to speak in favor of or against the project the public hearing was closed. Following Commission discussion it was motioned by Commissioner Rocha and seconded by Commissioner Herrera to adopt Resolution 5284, approving Conditional Use Permit No. 2018-07 based on the findings and subject to the conditions as listed in the staff report. COMMISSIONERS AYES: Rocha, Miller, Cox ABSENT: None Herrera, Miguel NOES: None ABSTAIN: None Planning Commission Minutes 2 May 14, 2018 GENERAL BUSINESS—NON PUBLIC HEARING ITEMS None TEENS ON BOARD: Esmeralda Contreras commented on various school activities. DIRECTORS REPORT: Director McDonnell made several announcements to the Commission. He first noted that City Council will be having a budget workshop at 6 p.m. on Tuesday, May 15 th. He further noted that he is currently working on revisions to the Annexation Ordinance as well as the Temporary Sign Ordinance. He concluded by stating that the Ice House appeal will be heard by City Council at tomorrow’s meeting.
