CITY OF TULARE PLANNING COMMISSION REGULAR MEETING MINUTES Tulare Public Library—Council Chambers January 14, 2019 491 North M Street COMMISSIONERS PRESENT: Miguel, Miller, Rocha, Cox,Ontiveros TEENS ON BOARD PRESENT: None STAFF PRESENT: Josh McDonnell, Community & Economic Development Director Mario Anaya, Principal Planner Steven Sopp, Associate Planner Lucie Brown, Commission Clerk CALL TO ORDER: Chairman Miguel called the regular meeting to order at 7:00 p.m. PLEDGE OF ALLEGIANCE: Commissioner Rocha led us in the flag salute. CITIZEN COMMENTS: None. COMMISSIONER COMMENTS: None CONSENT CALENDAR: Planning Commission Minutes 1 January 14, 2019 (1) Minutes of the November 26, 2018 regular meeting (2) Time Extension for Copper Creek Tentative Subdivision Map It was motioned by Commissioner Rocha and seconded by Commissioner Cox to approve the consent calendar as presented. PUBLIC HEARING: (1) Conditional Use Permit No. 2018-28: Steven Sopp, Associate Planner, reviewed with the Commission a request by SKW Architects on behalf of Teodo Holdings for a Conditional Use Permit for an on-sale beer and wine license in conjunction with a proposed restaurant (Tacos N Taps) located at 134 South “K” Street. This project is exempt pursuant to Section 15301 of the California Environmental Quality Act of 1970, as amended. Chairman Miguel opened the public hearing. Dennis Whistler, SKW Architects, spoke in favor of the project and made himself available to answer any questions. There being no one else to speak in favor of or against the project the public hearing was closed. Following Commission discussion it was motioned by Commissioner Rocha and seconded by Commissioner Miller to adopt Resolution 5306, approving Conditional Use Permit No. 2018-28 based on the findings and subject to the conditions as listed in the staff report. COMMISSIONERS AYES: Rocha, Miller, Cox, Olivares ABSENT: None Miguel NOES: None ABSTAIN: None GENERAL BUSINESS—NON PUBLIC HEARING ITEMS None Planning Commission Minutes 2 January 14, 2019 TEENS ON BOARD: None DIRECTORS REPORT: Director McDonnell provided the Commission with the 2019 Planning Commission meeting dates, he also noted that Jennifer Rodriguez would be returning as Planning Commission Teen on Board. He announced that the new City Council was seated and they have scheduled a Goal Setting meeting for January 31 st and February 1st. Commissioner Miller asked for a progress on the development of businesses at the Cartmill Interchange and asked if the Commission could be provided with information on the City’s strategy for recruiting businesses to the City. Director McDonnell stated that the City works with the Buxton Group to recruit potential businesses to Tulare. He noted that Traci Myers, along with being his Deputy Director is also in charge of Economic Development. He stated that she will be making a presentation to City Council at their Goal Setting meeting and suggested that the same presentation be made to Planning Commission. GENERAL BUSINESS- PUBLIC HEARING (1) Conditional Use Permit No. 2018-29: Consider a request by William Neal on behalf of Enterprise Rent A Car to establish a vehicle rental/leasing agency within an existing 25,565 sq. ft. portion of an existing 4,084 sq. ft. building located at 1832 E. Tulare Avenue. This project is exempt pursuant to Section 15301 of the California Environmental Quality Act of 1970, as amended. Project Planner: Steven Sopp, Associate Planner Recommended Motion: Adopt Resolution 5308, approving Conditional Use Permit No. 2018-29. (2) Conditional Use Permit No. 2019-01: Consider a request by Armando Amador for a Type 41: On-sale beer and wine license in conjunction with a proposed restaurant (Mariscos El Picudo) located at 1349 E. Tulare Avenue. This project is exempt pursuant to Section 15301 of the California Environmental Quality Act of 1970, as amended. Project Planner: Steven Sopp, Associate Planner Recommended Motion: Adopt Resolution 5307, approving Conditional Use Permit No. 2019-01. (3) Conditional Use Permit No. 2019-02: Consider a request by Julie Ann Hawthorne to operate a licensed large family day care home (nine or more children, not to exceed fourteen) located at 402 Mercedes Avenue. This project is exempt pursuant to Section 15274 of the California Environmental Quality Act of 1970, as amended. Project Planner: Steven Sopp, Associate Planner Recommended Motion: Adopt Resolution 5309, approving Conditional Use Permit No. 2019-02. VII.
