CITY OF TULARE PLANNING COMMISSION REGULAR MEETING MINUTES Tulare Public Library—Council Chambers February 11, 2019 491 North M Street COMMISSIONERS PRESENT: Miguel, Miller, Cox, Ontiveros TEENS ON BOARD PRESENT: Jennifer Rodriguez STAFF PRESENT: Traci Myers, Community & Economic Development Deputy Director Mario Anaya, Principal Planner Steven Sopp, Associate Planner Lucie Brown, Commission Clerk CALL TO ORDER: Chairman Miguel called the regular meeting to order at 7:00 p.m. PLEDGE OF ALLEGIANCE: Commissioner Cox led us in the flag salute. CITIZEN COMMENTS: None COMMISSIONER COMMENTS: Commissioner Miller noted her concern for the sidewalks in residential areas that have green moss on them. Planning Commission Minutes 1 February 11, 2019 Deputy Director Myers stated that she would notify the streets department to see if anything could be done. Chairman Miguel stated for the record that he has served on the Planning Commission for a long time and he has never seen any Commissioner not show up on purpose in order to prevent a quorum. He stated that he is very proud of the history of the Planning Commission. Commissioner Olivares agreed. CONSENT CALENDAR: (1) Minutes of the January 14, 2019 regular meeting It was motioned by Commissioner Miller and seconded by Commissioner Olivares to approve the minutes of January 14, 2019 as presented. PUBLIC HEARING: (1) Conditional Use Permit No. 2018-29: Steven Sopp, Associate Planner, reviewed with the Commission a request by Enterprise Rent A Car to establish a vehicle rental/leasing agency within a 2,565 sq. ft. portion of an existing 4,084 sq. ft. building located at 1832 E. Tulare Avenue. This project is categorically exempt pursuant to Section 15301 (“Existing Facilities”) of the California Environmental Quality Act of 1970, as amended. Chairman Miguel opened the public hearing. Chairman Miguel noted for the record that the Agenda has the square footage as 25,565 when it is actually 2,565. There being no one else to speak in favor of or against the project the public hearing was closed. Following Commission discussion it was motioned by Commissioner Miller and seconded by Commissioner Cox to adopt Resolution 5308, approving Conditional Use Permit No. 2018-29 based on the findings and subject to the conditions as listed in the staff report. Planning Commission Minutes 2 February 11, 2019  COMMISSIONERS AYES: Miller, Cox, Olivares, Miguel ABSENT: Rocha NOES: None ABSTAIN: None (2) Conditional Use Permit No. 2019-01: Steven Sopp, Associate Planner reviewed with the Commission a request by Armando Amador for an ABC license (Type 41: On Sale Beer & Wine—Eating Place) to sell beer and wine at 1349 E. Tulare Avenue. This project is categorically exempt pursuant to Section 15301 (existing facilities) of the California Environmental Quality Act of 1970, as amended. Chairman Miguel opened the public hearing. There being no one else to speak in favor of or against the project the public hearing was closed. Following Commission discussion it was motioned by Commissioner Miller and seconded by Commissioner Olivares to adopt Resolution 5307, approving Conditional Use Permit No. 2019-01 based on the findings and subject to the conditions as listed in the staff report. This project is categorically exempt pursuant to Section 15274 of the California Environmental Quality Act of 1970, as amended. Chairman Miguel opened the public hearing. Planning Commission Minutes 3 February 11, 2019  There being no one else to speak in favor of or against the project the public hearing was closed. Following Commission discussion it was motioned by Commissioner Miller and seconded by Commissioner Cox to adopt Resolution 5309, approving Conditional Use Permit No. 2019-02 based on the findings and subject to the conditions as listed in the staff report. TEENS ON BOARD: Jennifer Rodriguez commented on various school activities.
