CITY OF TULARE PLANNING COMMISSION REGULAR MEETING MINUTES Tulare Public Library—Council Chambers May 11, 2020 491 North M Street COMMISSIONERS PRESENT: Miller, Rocha, Miguel TEENS ON BOARD PRESENT: None STAFF PRESENT: Traci Myers, Community & Economic Development Director Mario Anaya, Principal Planner Steven Sopp, Senior Planner Lucie Brown, Commission Clerk CALL TO ORDER: Chairman Miguel called the regular meeting to order at 7:00 p.m. PLEDGE OF ALLEGIANCE: Commissioner Rocha led us in the flag salute. CITIZEN COMMENTS: None. COMMISSIONER COMMENTS: Commissioner Rocha asked if anyone can file a complaint regarding the homeless or does it have to be the property owner. Director Myers stated anyone can file a complaint however Code Enforcement usually acts upon direction from the property owner. Planning Commission Minutes 1 May 11, 2020 Chairman Miguel asked if the City has thought about setting up tables for outdoor dining to help the restaurants. Director Myers stated that the City is following the County’s lead and if the State allows for it then it could be an option. Commissioner Miller thanked the City and staff for remaining open and working through this shelter in place order. CONSENT CALENDAR: (1) Minutes of the March 23, 2020 Regular Planning Commission Meeting It was motioned by Commissioner Miller and seconded by Chairman Miguel to approve the Consent Calendar as presented. Motion carried by unanimous vote. PUBLIC HEARING: (1) Conditional Use Permit No. 2020-04/ Variance No. 463: Steven Sopp, Senior Planner, reviewed with the Commission a request by Ilan Golcech to construct a service station and convenience store. The application also includes a request to obtain an ABC license (Type 20: Off sale beer and wine). This project is located on the southwest corner of Tulare Avenue and Mooney Boulevard. Chairman Miguel opened the public hearing. There being no one to speak in favor of or against the project, the public hearing was closed. Following Commission discussion it was motioned by Commissioner Miller and seconded by Commissioner Rocha to adopt Resolution 5366, approving Conditional Use Permit No. 2020-04 and Variance No. 463 based on the findings and subject to the conditions as listed in the staff report. Paige Avenue. Chairman Miguel opened the public hearing. There being no one to speak in favor of or against the project, the public hearing was closed. Following Commission discussion it was motioned by Commissioner Rocha and seconded by Commissioner Miller to adopt Resolution 5364, approving Conditional Use Permit No. 2020-07 based on the findings and subject to the conditions as listed in the staff report. Blackstone Street. Chairman Miguel opened the public hearing. There being no one to speak in favor of or against the project, the public hearing was closed. Following Commission discussion it was motioned by Commissioner Rocha and seconded by Commissioner Miller to adopt Resolution 5365, approving Conditional Use Permit No. 2020-09 based on the findings and subject to the conditions as listed in the staff report. COMMISSIONERS AYES: Miller, Rocha, Miguel ABSENT: Cox, Olivares NOES: None ABSTAIN: None Planning Commission Minutes 3 May 11, 2020 GENERAL BUSINESS—NON PUBLIC HEARING ITEMS None TEENS ON BOARD: None DIRECTORS REPORT: Director Myers, provided the Commission with a Covid-19 update. She noted that the City’s number one priority is the safety of the staff. The City immediately set up Emergency Operation Center and provided staff with protective equipment. She also stated that Governor Newsome has moved to Phase 2 of the Shelter in Place order and Tulare County is following the Governor’s road map for opening up businesses and the City is following the County. She further stated that the Chief of Police has stated that they will not be issuing citations however they will be recommending social distancing and masks. She also noted that the Economic Development team is looking into resources to connect business owners with supply firms for gloves, masks, etc. for when they are able to open. Commissioner Miller asked what the economic impact to the City is during this shelter in place. Director Myers stated that it is predicted that the City will face a 2 million dollar loss in sales tax revenue over the next three quarters.
