MEETING MINUTES TUMWATER BUDGET & FINANCE COMMITTEE October 24, 2025 CONVENE: 12:00 p.m. PRESENT: Mayor/Chair Debbie Sullivan, and Councilmembers Michael Althauser, Peter Agabi and Eileen Swarthout. Staff: City Administrator Lisa Parks, Assistant City Administrator Kelly Adams, Finance Director Troy Niemeyer, Senior Accountant Nissa Musselman, City Attorney Karen Kirkpatrick, and Paralegal Sharleen Johansen. APPROVAL OF Councilmember Swarthout moved, seconded by MINUTES: Councilmember Althauser, to approve the minutes of September 26, 2025 as presented. A voice vote approved the motion. MONTHLY FINANCIAL Director Niemeyer gave a budget update regarding: UPDATE: • Sales Tax • Public Safety Sales Tax • B&O Tax • Lodging Tax - Tourism • General fund revenues & expenditures – Year to Date • Water, sewer and stormwater revenues & expenditures • Golf revenues & expenditures Director Niemeyer discussed current economic risks which include the government shutdown and the effects that it may have on the local economy. The Committee discussed how local businesses are being affected by the current economy.
