MEETING MINUTES
TUMWATER LODGING TAX ADVISORY COMMITTEE
SEPTEMBER 29, 2025
CONVENE: 9:00 a.m.
PRESENT: Tumwater Councilmember & Committee Chair Eileen Swarthout
and Committee members Satpal Sohal, LaQuinta Inn & Suites,
Dave Bills, Tumwater Area Chamber of Commerce, and Brian
Reynolds, Olympic Flight Museum.
Staff: Assistant City Administrator Kelly Adams, Finance Director
Troy Niemeyer, Recreation Manager Todd Anderson and
Executive Assistant Brittaney McClanahan
WELCOME & Chair Swarthout welcomed everyone to the meeting.
INTRODUCTIONS:
APPROVAL OF Committee member Reynolds moved, seconded by
MINUTES: Committee member Bills, to approve the September 23,
2024, and August 28, 2025, Lodging Tax Advisory Committee
minutes. Motion carried unanimously.
2026 LODGING TAX Seventeen applicants presented their requests for 2026 Lodging
APPLICANT Tax Funds.
INTERVIEWS:
A discussion was held with the committee members and Director
Niemeyer regarding increasing the funding limit for the 2026
Loding Tax Advisory Committee (LTAC) funding.
MOTION: Committee member Reynolds moved, seconded by
Committee member Bills, to increase the spending amount
for the 2026 LTAC funding from $193,000 to $250,000. Motion
carried unanimously.

LODGING TAX Manager Anderson presented a request of $210,000 for
HISTORIC AND Historical and Cultural programs.
CULTURAL FUNDING
FOR 2026:
MOTION: Committee member Reynolds moved, seconded by
Committee member Bills, to allocate $210,000 from the first
2% of lodging tax for Historic Buildings Lodging Tax Funds for
the Historical and Cultural program. Motion carried
unanimously.
RECESS: Chair Swarthout recessed the meeting at 1:33 p.m.
RECONVNE: Chair Swarthout reconvened the meeting at 3:00 p.m.
2026 LODGING TAX Director Niemeyer tracked funding recommendations by each
FUNDING member for each applicant.
RECOMMENDATION:
MOTION: Committee member Reynolds moved, seconded by
Committee member Bills, to recommend the City Council
allocate $248,958 in 2026 LTAC funds as listed on the
spreadsheet (provided by staff) to the following organizations
in the following amounts:
• Experience Olympia & Beyond - $46,000
• Team-Tomorrow, LLC - $7,875
• Washington Center for the Performing Arts - $13,500
• Tumwater Soccer Club - $16,500
• Tumwater Historical Association - $4,250
• RevMo Choppers and Coffee - $5,000
• Olympia Symphony Orchestra - $9,000
• SWAE LLC - $8,250
• Olympic Flight Museum - $46,833
• Washington State Senior Games - $12,000
• Tumwater Downtown Association - $27,500
• Tumwater Artesian Brewfest (City of Tumwater) -
$17,500
• PARC Foundation of Thurston County - $7,250
• Tumwater Valley Golf Club (City of Tumwater) - $7,750
• Tumwater Falls Fest (City of Tumwater) - $3,125
• Capital Lakefair, Inc - $9,125

• Fan Zone (City of Tumwater) - $7,500
The motion carried unanimously.
ADJOURNMENT: With there being no further business, Chair Swarthout
adjourned the meeting at 3:27 p.m.
