MEETING MINUTES TUMWATER CITY COUNCIL January 20, 2026 CONVENE: 7:00 p.m. PRESENT: Mayor Leatta Dahlhoff and Councilmembers Peter Agabi, Angela Jefferson, Meghan Sullivan, Eileen Swarthout, Kelly Von Holtz and Brandon Weedon. SPECIAL ITEMS: SWEARING IN OF Mayor Dahlhoff introduced and administered the oath of office to BRANDON WEEDON Brandon Weedon who would be serving in Council Position No. 1. TO COUNCIL POSITION NO. 1: FIREFIGHTER OF THE Chief Hurley presented the Firefighter of the Year award to YEAR: Firefighter/Paramedic Andrew Weinstein, with Battalion Chief Osberg sharing remarks on the reasons for his selection. TUMWATER CITY COUNCIL – JANUARY 20, 2026 1 INTRODUCTION OF Acting Police Chief Quiles Jr., introduced Sergeant Danielle SERGEANT DANIELLE Dawson and Lieutenant Bryent Finch to celebrate and announce DAWSON & their promotions within the Police Department. Service Provider Agreement with HDR Engineering for the Tumwater Boulevard Northbound I-5 On/Off Ramp Intersection - Amendment No. 1 - Pulled MOTION: Councilmember Sullivan, moved, seconded by Councilmember Von Holtz, to approve the Consent Calendar with item “g” Service Provider Agreement with HDR Engineering for the Tumwater Boulevard Northbound I-5 On/Off Ramp - Intersection Amendment No. 1 removed. Motion carried unanimously as amended. CONSENT a. Service Provider Agreement with HDR Engineering for CALENDAR: the Tumwater Boulevard Northbound I-5 On/Off Ramp Intersection - Amendment No. 1 MOTION: Councilmember Swarthout, moved, seconded by Councilmember Von Holtz, to approve item “a” Service Provider Agreement with HDR Engineering for the Tumwater Boulevard Northbound I-5 On/Off Ramp Intersection – Amendment No.1. Motion carried. Councilmember Sullivan abstained. TUMWATER CITY COUNCIL – JANUARY 20, 2026 2 COMMITTEE REPORTS: PUBLIC HEALTH & The committee met on January 18, 2026, and discussed the SAFETY: following items: Peter Agabi • Affiliation Agreement with Tacoma Community College for Training • Challenges/Opportunities for unhoused individuals in Tumwater GENERAL The committee met on January 14, 2026, and discussed the GOVERNMENT: following item: • Service Provider Agreement with ICF Jones & Stokes for the Habitat Conservation Plan – Phase 3 Amendment 1 PUBLIC WORKS: The committee will meet on Thursday, January 22, 2026, and will Eileen Swarthout discuss the following items: • Project Review Reimbursable Agreement with WSDOT for the Trosper Road Interchange Project • Amendment No. 2 • 2025-2027 Stormwater Capacity Grant Agreement with the Department of Ecology • Resolution No. R2026-001, Updating Greenhouse Gas Emission Reduction Targets • Resolution No. R2026-002, Thurston County Hazardous Waste Management Plan • Purchase Agreement with Champion Homes Center for T- 2 Fire Station Temporary Housing BUDGET & FINANCE: The next meeting of the Budget and Finance Committee will be on Leatta Dahlhoff February 27, 2026. MAYOR/CITY Mayor Dahlhoff attended the Reverend Dr. Martin Luther King, Jr. ADMINISTRATOR’s County Wide Celebration with Council and staff on Monday, REPORT: January 19, 2026. Administrator Simmons shared that the Equity Commission Advisory Board is now open, with applications available on our website. The first round of interviews will take place in mid- March. He also mentioned that the Second Avenue Pedestrian and Bicycle Improvement project has begun. Lastly, Tumwater was recognized as a Well City and will continue to receive discounted rates for health benefits.
