MEETING MINUTES TUMWATER PUBLIC WORKS COMMITTEE OCTOBER 23, 2025 CONVENE: 8:01 a.m. PRESENT: Chair Eileen Swarthout and Councilmember Michael Althauser Excused: Councilmember Angela Jefferson Staff: City Administrator Lisa Parks, City Attorney Karen Kirkpatrick, Finance Department Director Troy Niemeyer, Transportation and Engineering Department Director Brandon Hicks, Water Resources & Sustainability Department Director Dan Smith, Sustainability Manager Alyssa Jones Wood, Water Resources & Sustainability Deputy Director Tyle Zuchowski, City Engineer Bill Lindauer, Community Engagement Specialist Marnie McGrath, Transportation & Engineering Department Assistant Director Jeff Cook, and Administrative Assistant Bonnie Hale APPROVAL OF Councilmember Swarthout moved, seconded by MINUTES: Councilmember Althauser to approve the minutes of October 9, 2025. A voice vote approved the motion. INTERLOCAL Manager Jones Wood presented an Interlocal Agreement that AGREEMENT WITH would act as a replacement for the previous agreement for the THURSTON COUNTY Thurston Climate Mitigation Collaborative. Changes to this AND THE CITIES OF agreement are meant to better streamline administrative OLYMPIA AND LACEY requirements to leave more time for the implementation of FOR THE THURSTON initiatives by the collaborative. CLIMATE MITIGATION COLLABORATIVE: TUMWATER PUBLIC WORKS COMMITTEE– OCTOBER 23,2025 1 MOTION: Councilmember Althauser moved, seconded by Councilmember Swarthout to place the Interlocal Agreement with Thurston County and the cities of Olympia and Lacey on the November 3, 2025, consideration agenda with a recommendation to approve and authorize the Mayor to sign. A voice vote approved the motion unanimously. RESOLUTION NO. Director Smith presented Resolution No. R2025-016, regarding R2025-016, SMALL changes to the MRSC Small Works Roster which requires the City WORKS ROSTER: to repeal RCW 39.04.155 and replace it with RCW 39.04.151 to reflect those changes. The City uses the MRSC Small Works Roster for the selection of contactors for small public works projects. MOTION: Councilmember Althauser moved, seconded by Councilmember Swarthout to place Resolution No. R2025- 016, Small Works Roster on the November 3, 2025, City Council consent calendar with a recommendation to adopt. INTERLOCAL Director Smith outlined a pilot project the City plans to do with AGREEMENT WITH LOTT Clean Water Alliance to demonstrate viability of using LOTT CLEAN WATER reclaimed water as a potable water resource in an effort to ALLIANCE FOR THE continue the region’s water conservation initiatives. The CLASS A+ RECLAIMED demonstration will showcase the way reclaimed water is WATER currently being used and how water is treated to bring it to an A+ DEMONSTRATION potable water standard. PILOT: MOTION: Councilmember Swarthout moved, seconded by Councilmember Althauser to place the Interlocal Agreement with LOTT Clean Water Alliance on the November 3, 2025, City Council consent calendar with a recommendation to approve and authorize the Mayor to sign.
