MEETING MINUTES TUMWATER PUBLIC WORKS COMMITTEE February 19, 2026 CONVENE: 11:00 a.m. PRESENT: Chair Angela Jefferson and Councilmembers Eileen Swarthout and Meghan Sullivan Staff: Water Resources Specialist Carrie Gillum, Community Engagement Specialist Marnie McGrath, Transportation & Engineering Deputy Director Jeffrey Cook, City Attorney Karen Kirkpatrick, Construction Manager Colby Fletcher, Water Resources & Sustainability Deputy Director Tyle Zuchowski, Transportation & Engineering Director Brandon Hicks, City Administrator Paul Simmons, Finance Director Troy Niemeyer, City Engineer Bill Lindauer, Water Resources & Sustainability Director Dan Smith and Administrative Assistant Kelly Quiroz APPROVAL OF Councilmember Swarthout moved, seconded by MINUTES: Councilmember Sullivan, to approve the minutes of January 8, 2026, and January 22, 2026, as presented. A voice vote approved the motion. SERVICE PROVIDER Specialist Gillum presented a Service Provide Agreement with AGREEMENT WITH Gray and Osborne for the Well 15 aeration and design project. GRAY & OSBORNE She explained that Well 15 is owned by the Port of Olympia and is FOR THE WELL 15 one of 12 wells in the City’s water system. The agreement with AERATION AND Gray & Osborne will fund the design work for treatment DESIGN PROJECT: improvements and site upgrades. Councilmembers asked questions about the project and construction timeline. MOTION: Councilmember Swarthout moved, seconded by Councilmember Sullivan, to place the Service Provider Agreement with Gray & Osborne for the Well 15 Aeration Design Project on the March 3, 2026, Consent Calendar with a TUMWATER PUBLIC WORKS COMMITTEE – FEBRUARY 19, 2026 1  recommendation to approve and authorize the Mayor to sign. A voice vote approved the motion unanimously. FINAL ACCEPTANCE Manager Fletcher presented the final acceptance of work with OF WORK WITH A&D A&D enterprises for the Antsen Sewer project. He explained that ENTERPRISES FOR the project upgraded the Antsen Street Sewer Force Main to meet THE ANTSEN SEWER growing capacity needs and allowed for the decommissioning of PROJECT: the Lift Station at Lake Park Drive and Linwood Avenue. The completed work improves system performance and safety. Councilmember Jefferson asked about the process for releasing the contractor’s performance bond, and Manager Fletcher explained that the City must first obtain clearance from three state agencies before releasing all bonding and retainage. The final project cost was $305,555.37. MOTION: Councilmember Sullivan moved, seconded by Councilmember Swarthout, to place the Final Acceptance of the work with A&D Enterprises for the Antsen Sewer Project on the March 3, 2026, Consent Calendar with a recommendation for the Mayor to accept the project as complete and authorize the release of the performance bond as soon as the laws of the state of Washington allow. A voice vote approved the motion unanimously. FINAL ACCEPTANCE Manager Fletcher presented the final acceptance of work with OF WORK WITH Miles Resources for the Israel Road Pedestrian and Bike Project. MILES RESOURCES He explained that the project delivered: FOR THE ISRAEL • ADA-compliant sidewalks ROAD PEDESTRIAN • Pedestrian crossings AND BIKE PROJECT: • Curb ramps • Driveway upgrades • Roadway repairs and repaving, and • Improved stormwater drainage. These improvements enhanced pedestrian and bicycle safety as well as overall roadway conditions. Councilmembers asked questions about the project and had suggestions for improvements. The final contract total was $2,004,572.17. MOTION: Councilmember Sullivan moved, seconded by Councilmember Swarthout, to place the Final Acceptance of the work with Miles Resources for the Israel Pedestrian and Bike Project on the March 3, 2026, Consent Calendar with a TUMWATER PUBLIC WORKS COMMITTEE – FEBRUARY 19, 2026 2  recommendation for the Mayor to accept the project as complete and authorize the release of the performance bond as soon as the laws of the state of Washington allow. A voice vote approved the motion unanimously. FIBER OPTIC Deputy Director Cook presented a Fiber Optic Cabling CABLING Agreement with the Washington State Department of AGREEMENT WITH Transportation (WSDOT) Amendment No. 17. He explained that WASHINGTON STATE the City entered into an Interlocal Agreement with WSDOT in DEPARTMENT OF 2005 to share use and responsibility of the fiber optic network TRANSPORTATION throughout the City. Amendment No. 17 extends the AMENDMENT NO. 17: agreement’s expiration to 2045, and all conditions of the original agreement and prior amendments remain unchanged. MOTION: Councilmember Sullivan moved, seconded by Councilmember Swarthout, to place the Fiber Optic Cabling Agreement with Washington State Department of Transportation Amendment No. 17 on the March 3, 2026, Consent Calendar, with a recommendation to approve and authorize the Mayor to sign. A voice vote approved the motion unanimously. ADDITIONAL ITEMS: Councilmember Swarthout was elected to serve as Chair of the Tumwater General Government Committee during 2026-2027. Councilmember Jefferson will be taking over as Chair of the Public Works Committee.
