TUMWATER PUBLIC WORKS COMMITTEE
March 5, 2026
CONVENE: 11:00 a.m.
PRESENT: Chair Angela Jefferson and Councilmembers Eileen Swarthout
and Kelly Von Holtz

REIMBURSABLE Engineer Blaser presented a Reimbursable Agreement with the
AGREEMENT WITH Washington State Department of Transportation (WSDOT) for the
WASHINGTON STATE Tumwater Blvd. & I-5 Interchange Project. He explained that even
DEPARTMENT OF though the project is a City project, it is inside of the WSDOT right-
TRANSPORTATION of-way and easement areas and it is their interchange. Therefore,
FOR THE TUMWATER it requires a lot of WSDOT coordination.
BLVD & I-5
INTERCHANGE This agreement includes Phase 1 and 2 of the project and covers
PROJECT: reimbursement for their time in reviewing and inspecting. The
agreement amount is approximately $100,000 per roundabout
and includes a 25% exceedance provision. Engineer Blaser
explained that the project is three phases and not being done all
at the same time due to project cost and timing
MOTION: Councilmember Swarthout moved, seconded by
Councilmember Van Holtz, to place the Reimbursable
Agreement with Washington State Department of
Transportation for the Tumwater Blvd & I-5 Interchange

Project on the March 17, 2026, consent calendar with a
recommendation to approve and authorize the Mayor to sign.
A voice vote approved the motion unanimously.
ACCEPTANCE OF Construction Manager Fletcher presented an Acceptance of
WORK WITH Work with Northwest Cascade for the Linwood Avenue Sidewalk,
NORTHWEST Sustina Lane to 2nd Avenue project. He explained that the project
CASCADE FOR THE consisted of multi-modal improvements, roadway
LINWOOD AVENUE improvements, utility relocation, and forward compatibility with
SIDEWALK, SUSITNA the 2nd Avenue Pedestrian & Bicycle project. The final contract
LANE TO 2ND amount was $1,683,380.45. Councilmembers congratulated
AVENUE PROJECT: staff for their teamwork for this project
MOTION: Councilmember Von Holtz moved, seconded by
Councilmember Swarthout, to place the Final Acceptance of
Work with Northwest Cascade for the Linwood Avenue
Sidewalk, Susitna Lane to 2nd Avenue project on the March
17, 2026, consent calendar with a recommendation for the
Mayor to accept the project as complete and authorize the
release of the performance bond as soon as the laws of the
state of Washington allow. A voice vote approved the motion
unanimously.
ADDITIONAL ITEMS: No additional items.
ADJOURNMENT: With there being no further business, Chair Jefferson
adjourned the meeting at 11:30 a.m.
