TUMWATER PUBLIC WORKS COMMITTEE
April 23, 2026
CONVENE: 11:00 a.m.
PRESENT: Chair Angela Jefferson and Councilmember Eileen Swarthout
Excused: Councilmember Meghan Sullivan

APPROVAL OF Councilmember Swarthout moved, seconded by
MINUTES: Councilmember Jefferson to approve the minutes of February
19, 2026 & March 5, 2026. A voice vote approved the motion.
2026 NATIONAL Specialist Kangiser presented on the requirements of the
POLLUTANT National Pollutant Discharge Elimination System (NPDES)
DISCHARGE municipal stormwater permit administered by the Department of
ELIMINATION SYSTEM Ecology, a permit that the city renews every five years. Specialist
(NPDES) UPDATE : Kangiser outlined the city’s strategy for meeting these
requirements and reported that the city remains in compliance
with the permit.
ACCEPTANCE OF Specialist Kangiser presented the new 2026 annual work plan
BARNES LAKE and operating budget for the Barnes Lake Management District.
MANAGEMENT He outlined the treatment plans scheduled for 2026 and other
DISTRICT BUDGET & administrative tasks that the committee will do throughout the
WORK PLAN: year. A new committee member has been elected, filling the final
vacancy on the committee.

MOTION: Councilmember Jefferson moved, seconded by
Councilmember Swarthout to place the Barnes Lake
Management District (BLMD) 2026 Budget and Work Plan on
the May 5, 2026, City Council consent calendar with a
recommendation to approve.
RESOLUTION NO. Deputy Director Zuchowski presented on Resolution No. R2026-
R2026-005, RECEIPT 005, receipt authority for the water quality combined financial
AUTHORITY FOR THE assistance agreement with the Department of Ecology for the
WATER QUALITY Trosper Road Sewer Extension Project. He outlined the primary
COMBINED drivers for this sewer extension as well as the city’s plans and
FINANCIAL timeline for the project. This resolution is a requirement for a loan
ASSISTANCE from the Washington State Department of Ecology in the amount
AGREEMENT (WQC- of $5.25 million with an interest rate of 2.7% over a 30-year term
2026-TUMWAT-00294) to fund this extension.

MOTION: Councilmember Swarthout moved, seconded by
Councilmember Jefferson to place Resolution No. R2026-005
Receipt Authority for the Water Quality Combined Financial
Assistance Agreement with the Department of Ecology for the
Trosper Sewer Extension Project on the May 5, 2026, City
Council consent calendar with a recommendation to adopt.
ADDITIONAL ITEMS: Councilmember Jefferson requested a report on the Arbor Day
event that took place on April 18, 2026. Director Smith said that
the event went very well and he will coordinate with Manager
Wood to gather specific information requested to report back to
the Councilmembers.
ADJOURNMENT: With there being no further business, Councilmember
Jefferson adjourned the meeting at 11:57 a.m.
