TUMWATER TREE BOARD
NOVEMBER 10, 2025
CONVENE: 7:01 p.m.
PRESENT: Vice Chair Mike Jackson and Boardmembers Tanya Nozawa, Jim
Sedore, Brody Coval, and Charles Edmonson
Excused: Chair Trent Grantham
Staff: Sustainability Manager Alyssa Jones Wood and Urban
Forester Brian Caughlan.

AGENDA:
APPROVAL OF Board Member Sedore moved, seconded by Board Member
MINUTES: Coval, to approve the minutes of December 9, 2024, as
published. A voice vote approved the motion unanimously.
Board Member Sedore moved, seconded by Board Member
Coval, to approve the minutes of February 10, 2025, as
published. A voice vote approved the motion unanimously.
Board Member Sedore moved, seconded by Board Member
Coval, to approve the minutes of March 10, 2025, as
published. A voice vote approved the motion unanimously.
Board Member Sedore moved, seconded by Board Member
Coval, to approve the minutes of April 14, 2025, as published.
A voice vote approved the motion unanimously.
Board Member Sedore moved, seconded by Board Member
Nozawa, to approve the minutes of September 9, 2025, as
published. A voice vote approved the motion unanimously.

TREE BOARD Boardmember Edmonson was introduced.
MEMBER REPORTS:
MANAGER’S REPORT: Manager Jones Wood provided an update on the status of the
Climate Element of the Comprehensive Plan, the Davis Meeker
Garry Oak work, and the status of Davis Meeker Garry Oak sapling
distribution.
PUBLIC COMMENT: There was no public comment.
URBAN FORESTRY Urban Forester Caughlan asked the Tree Board for any questions
MANAGEMENT PLAN or comments on the Urban Forestry Management Plan Action
ACTION REPORT: Report. Boardmember Sedore asked several questions which
Urban Forester Caughlan answered.
DRAFT 2026 Manager Jones Wood provided an update on the Sustainability
SUSTAINABILITY Division’s Draft workplan for 2026. The workplan includes tasks
DIVISION WORK and projects that the three staff of the Water Resources &
PLAN: Sustainability Division plan to start and/or complete in the 2026
calendar year. It includes both climate change work and urban
forestry work.
DRAFT 2026 TREE Manager Jones Wood shared the draft 2026 Tree Board meeting
BOARD MEETING schedule. Boardmembers discussed potential topics to add to
SCHEDULE: the draft meeting schedule.
NEXT MEETING DATE: The next meeting is scheduled for Monday, January 12, 2026.
ADJOURNMENT: With there being no further business, Vice Chair Jackson
adjourned the meeting at 8:47 p.m.

What is the Tree Board?
The Tumwater Tree Board is a citizen advisory board that is appointed by and advisory to the City
Council on urban forestry issues, including drafting and revising a comprehensive tree protection plan
or ordinance, or any other tree matter. Actions by the Tree Board are not final decisions; they are Board
recommendations to the City Council who must ultimately make the final decision. If you have any
