MEETING MINUTES
TUMWATER TREE BOARD
MARCH 9, 2026
CONVENE: 7:00 p.m.
PRESENT: Chair Trent Grantham, and Boardmembers Mike Jackson, Tanya
Nozawa, Charles Edmonson , and Brody Coval
Excused: Boardmember Jim Sedore
Staff: Sustainability Manager Alyssa Jones Wood
CHANGES TO THE The Introduction of Mayor Dahlhoff item was removed from the
AGENDA: agenda. Mayor Dahlhoff has asked to reschedule her meet and
greet with the Tree Board to the May meeting.
APPROVAL OF Chair Grantham moved, seconded by Boardmember Jackson,
MINUTES: to approve the minutes of June 9, 2025 and January 12, 2026,
as published. A voice vote approved the motion unanimously.
TREE BOARD Boardmember Nozawa raised concern about the Washington
MEMBER REPORTS: State House of Representatives proposed budget cutting the
Department of Natural Resources Urban & Community Forestry
Program. She said that she would be writing a letter as a
Tumwater Tree Board member and encouraged other Tree Board
members to do so as well. Boardmember Coval provided
information about the legislative budget process but recused
himself from taking or encouraging any action on the topic.
MANAGER’S REPORT: Manager Jones Wood shared that the Tumwater Historic
Preservation Commission would be meeting on March 12, 2026,
at 6:30 p.m. to take action regarding the Davis Meeker Garry Oak
Year 1 work specification. She also shared that the City
completed a competitive request for quote process for the Davis

Meeker Garry Oak Year 1 work specification and received one
quote.
Manager Jones Wood shared that the City now has an executed
contract with Facet to continue the work on the Tree and
Vegetation Protection Ordinance, Street Tree Ordinance,
Landscaping Ordinance, and Street Tree Plan. Staff will be kicking
off the project on March 10, 2026, internally.
PUBLIC COMMENT: No public comment was given.
ARBOR DAY: Manager Jones Wood described details of the upcoming Arbor
Day Celebration being held at Historical Park on April 18, 2026,
from 10 a.m. to 1 p.m. The Board reviewed and provided feedback
on the draft Arbor Day Proclamation and discussed sourcing
materials for children to engage with at the event.
ELECTION OF CHAIR After no nominations were given by the Tree Board,
AND VICE CHAIR: Boardmember Coval moved to delay action on the election of
the chair and vice chair for one calendar year. The motion was
seconded by Chair Grantham. A voice vote approved the
motion unanimously.
NEXT MEETING DATE: The next meeting is scheduled for Monday, May 11, 2026.
Boardmember Coval asked for clarification if the Arbor Day
Celebration constitutes an open public meeting since there may
be a quorum. Manager Jones Wood affirmed she would check
with the City Clerk’s Office to ensure all open public meeting act
requirements would be met for the event.
ADJOURNMENT: With there being no further business, Chair Grantham
adjourned the meeting at 7:49 p.m.

What is the Tree Board?
The Tumwater Tree Board is a citizen advisory board that is appointed by and advisory to the City
Council on urban forestry issues, including drafting and revising a comprehensive tree protection plan
or ordinance, or any other tree matter. Actions by the Tree Board are not final decisions; they are Board
recommendations to the City Council who must ultimately make the final decision. If you have any
