597 SPECIAL CALL COUNCIL MEETING MUNICIPAL MINUTES CITY OF TUPELO STATE OF MISSISSIPPI July 23, 2024 Be it remembered that a special call meeting of the Tupelo City Council was held in the Council Chambers in the City Hall building on Tuesday, July 23, 2024 at 4:00 p.m. with the following in attendance: Council Members Lynn Bryan, Travis Beard, Nettie Davis, Buddy Palmer, Janet Gaston and Chad Mims; Ben Logan, City Attorney. Rosie Jones was absent. Council member Buddy Palmer gave the invocation and Council Member Lynn Bryan led the pledge of allegiance. Council President Nettie Davis called the meeting to order at 4:00 p.m. CONFIRMATION OR AMENDMENT TO THE AGENDA AND AGENDA ORDER Council Member Janet Gaston moved, seconded by Council Member Lynn Bryan to approve the agenda and the agenda order. Of those present, the vote was unanimous in favor. IN THE MATTER OF BILL PAY Bills were reviewed by Council Member Janet Gaston and Council Member Lynn Bryan. Council Member Lynn Bryan moved, seconded by Council Member Travis Beard, to approve the payment of the checks. Of those present, the vote was unanimous in favor. APPENDIX A IN THE MATTER OF REGIONAL ECONOMIC DEVELOPMENT ACT ALLIANCE AGREEMENT Mayor Todd Jordan spoke of the announcement by the Governor that Leibherr Company, one of the world’s largest manufacturers of earth moving equipment, will be locating next-generation manufacturing and distribution operations in Lee County at the Hive Business Park in Tupelo. The Mayor introduced Community Development Foundation President/CEO David Rumbarger who informed the council that the Leibherr Company will build during the first phase a state-of- the-art logistics center and later invest in additional work to support its other product segments. The project represents an initial corporate investment of $176 million and the creation of 180 jobs by 2026, with future investment and job creation to reach $238.4 million and 342, respectively. Mr. Rumbarger stated this announcement was a great opportunity for Lee County, Tupelo, the Lee County Economic District and the Tupelo Public School District. He asked the council to adopt the Regional Economic Development Act Alliance Agreement. City Attorney Ben Logan went over the Agreement and outlined the participation and funding of each party to the development.
