1 REGULAR CITY COUNCIL MEETING MUNICIPAL MINUTES CITY OF TUPELO STATE OF MISSISSIPPI JANUARY 4, 2022 Be it remembered that a regular meeting of the Tupelo City Council was held in the Council Chambers in the City Hall building on Tuesday, January 4, 2022, at 6:00 p.m. with the following in attendance: Council Members Chad Mims, Lynn Bryan, Travis Beard, Buddy Palmer, Janet Gaston and Rosie Jones; Ben Logan, City Attorney and Missy Shelton, Clerk of the Council. Council Member Nettie Davis was absent. Council Member Chad Mims gave the invocation, followed by the pledge of allegiance led by Council Member Travis Beard. Council President Buddy Palmer called the meeting to order at 6:00 p.m. CONFIRMATION OR AMENDMENT TO THE AGENDA AND AGENDA ORDER Council Member Bryan moved, seconded by Council Member Gaston, to confirm the agenda and agenda order, as presented. Of those present, the vote was unanimous in favor. PUBLIC RECOGNITION Council Member Travis Beard welcomed John Quaka as the new Police Chief of the City of Tupelo. He also congratulated Ben Logan on his engagement over the holidays. MAYOR'S REMARKS Mayor Todd Jordan thanked Lucia Randle with DTMSA and Neal McCoy with the CVB, as well as all involved, for the great New Year's Eve event. He then recognized Neal McCoy to give a report on tourism in the City. Neal said the average daily rate for hotel stays in the City is up 18%.and the average demand for rooms is up 10%. He also said that weekend hotel stays outnumber the daily stays which indicates positive tourism in the City of Tupelo. Mayor Jordan then congratulated the new Chief on his position and welcomed him to the team. IN THE MATTER OF PUBLIC HEARING FOR DEMOLITION A Public Hearing was held concerning demolitions at the following property: 583 Tank St. / North Green St. (Parcel: 089F-30-151-00) No one appeared to speak at the hearing. 2 IN THE MATTER OF APPROVAL OF MINUTES OF DECEMBER 21, 2021 Council Member Bryan moved, seconded by Council Member Beard, to approve the minutes of the Regular City Council meeting held on December 21, 2021. Of those present, the vote was unanimous in favor. IN THE MATTER OF BILL PAY Bills were reviewed at 4:30 p.m. by Council Members Chad Mims, Travis Beard and Buddy Palmer, along with Traci Dillard and Johnny Timmons. Council Member Beard moved, seconded by Council Member Gaston, to approve the payment of the checks, bills, claims and utility adjustments. The vote was unanimous in favor. APPENDIX A IN THE MATTER OF BUDGET AMENDMENT #3 FOR FY 2022 Council Member Beard moved, seconded by Council Member Bryan, to approve budget amendment #3 for FY 2022. Of those present, the vote was unanimous in favor. APPENDIX B IN THE MATTER OF FINES, FEES AND BAIL BONDS SCHEDULE FOR MUNICIPAL COURT Council Member Bryan moved, seconded by Council Member Mims, to accept the most recent copy of the Municipal Court’s fine schedule and spread on the municipal minutes. Of those present, the vote was unanimous in favor. APPENDIX C IN THE MATTER OF RESOLUTION IN SUPPORT OF LEGISLATION NAMING PORTIONS OF INTERSTATE 22 (I-22) AS KOREAN WAR VETERANS HIGHWAY AND VIETNAM VETERANS WAY Council Member Bryan moved, seconded by Council Member Gaston, to approve a Resolution in Support of Legislation Naming Portions of Interstate 22 as Korean War Veterans Highway and Vietnam Veterans Way. The Resolution will be introduced as legislation by Representative Randy Boyd and will designate portions of Interstate 22 beginning at Exit 81 and extending easterly to Exit 87 as the "Korean War Veterans Highway" and beginning at Exit 87 extending easterly to Exit 94 as the "Vietnam Veterans Way, if approved. Of those present, the vote was unanimous in favor. APPENDIX D IN THE MATTER OF AMENDMENT TO CORONAVIRUS ACTION PLAN Council Member Beard moved, seconded by Council Member Bryan, to approve the amendment to the City of Tupelo's Coronavirus Action Plan, as presented. Of those present, the vote was unanimous in favor.
