TUSCALOOSA CITY COUNCIL MEETING AGENDA Tuesday, August 12, 2025 1. CALL TO ORDER: 5:00 p.m. Council Prayer: Dear God, bless our proceedings today. Give us wisdom to know what is just and the strength to do what is right. Amen. APPROVAL OF MINUTES Council President Pro Tem: As the Council has received a synopsis of the previous meeting, I move that we dispense with the reading of the minutes of the same unless there are any deletions, additions, or corrections. 3. UNFINISHED BUSINESS Authorizing zoning amendment no. 11 rezoning approximately 583 acres located north of I-20 and west of Brookwood Parkway recently annexed into the City of Tuscaloosa from SFR-1 to IH; Westervelt Realty, Inc. (OCA-25-0605/ Z-11-25) (introduced 5-13-25; tabled on 7-15-25, and 6-10- 25). PP5-7 Council Committee Reports Clerk’s Report of Mayor’s Veto 6. CONSENT AGENDA: (items “a through j”) All matters listed on the Consent Agenda are considered to be routine by the City Council and will be enacted by one motion and vote. There will be no separate debate, amendment, or substitution of these items. If the same is desired by the Mayor and/or any member of the Council, upon request made on the record, that item will be removed from the Consent Agenda and considered separately under the regular Order of Business. a. Authorizing request for street lighting system modifications. P8 b. P25 Authorizing a minor public works contract with Chip Griffith Construction Company, LLC; total: $5,800.00 (OCA-25-1015). P29 Authorizing amendment no. 1 to the professional engineering services contract with McGiffert and Associates, LLC; amended compensation amount: $813,215.00 (OCA-23-1762/OCE-2023.033.001). P30 Authorizing amendment no. 1 to the contract with Global Fire Sprinklers, LLC for as needed FY25 fire extinguisher inspections; amended compensation amount: $16,750.00 (OCA-24-1272). P31 Tentatively awarding a public works contract to Suncoast Infrastructure, Inc. for 3rd Avenue North trunk sewer repair project; total: $163,148.00 (OCA-25-0864/2025.712.001). PP32-33 Authorizing a recycling services contract with Dak Dynamics, LLC (OCA-25-0794). P34 Authorizing a professional services agreement with TTL, Inc. for environmental assessment services for the Office of Community and Neighborhood Services; total not to exceed: $40,000.00 (OCA-25- 0761). P35 Authorizing purchase of equipment, supplies or services from McSweeney Auto Group Clanton, LLC; total: $70,120.20 (Tuscaloosa National Airport). P36 Authorizing purchase of equipment, supplies or services from Motorola Solutions; total: $27,278.14 (Tuscaloosa Police Department) P37 Authorizing the Mayor to negotiate the potential purchase of 641 Stone River Road, 636 Stone River Road and 2126 Antietam Avenue for neighborhood flood/drainage mitigation purposes (OCA-25- 0899). P38 Authorizing amendment no. 16 to the FY25 general fund reserve for future improvements fund budget (OCA-24-0951). PP39-40 Approving job class specifications for Water and Sewer (OCA-25-1046). P41 If necessary, Council rules of procedure will be suspended at this time. 9. ORDINANCES AND RESOLUTIONS OF A GENERAL NATURE OR PERMANENT OPERATION Amending exhibits “A and B” of Section 19-42 of the Code of Tuscaloosa; Water and Sewer (OCA- 25-1045) (may be adopted by unanimous consent following introduction). P42 Annexing approximately 81.06 acres consisting of several parcels acquired to create the public right-of-way for McWright’s Ferry Road generally located from 3600 Oak Glen Drive southwesterly August 12, 2025, City Council Agenda 3 to the Northern Bypass at Bryant Bridge into the corporate limits of the City of Tuscaloosa; City of Tuscaloosa (AN-13-25/OCA-25-1021) (may be adopted by unanimous consent following introduction). PP43-51 Authorizing amendment no. 4 to the FY25 Water and Sewer fund budget (A19-1132) (may be adopted by unanimous consent following introduction). P52 FOR INTRODUCTION FOR ADOPTION 10.
