Cindy Villescas CMC, City Clerk Time/Date Page 2 of 11 TWENTYNINE PALMS CITY COUNCIL Public Arts Advisory Committee - Regular Meeting MINUTES 6136 Abode Road, Twentynine Palms, CA 92277 www.29palms.org January 11, 2023 CALL TO ORDER The meeting was called to order at 5:30 ROLL CALL: Valerie Mead, Anna Stump, Cindy Bernard PUBLIC COMMENTS 1. This is the time for the public to address the PAAC on any items not on the agenda. Speakers are limited to three (3) minutes. Brandon Kennedy spoke about the proposed mural at the skate park. 2. City Report Director Gardner notified the PAAC that Pat Flanagan gave a presentation to the City Council on January 10, 2023 on the history of the PAAC. 3. TBID Report No report provided. BUSINESS 4. Mission Statement The PAAC held a discussion on revisions to the proposed Mission Statement. Member Stump moved and Member Mead seconded to except the proposed changes. 3-0 approved. CARRIED. 5. Recruitment of New Members Chair Bernard requested that the Art in Public Places logo be placed on advertisement for new members and that a resume should be attached. Member Stump moved and Member Mead seconded. 3-0 approved. CARRIED. Page 1 of 3 Page 3 of 11 Public Arts Advisory Committee - Regular Meeting January 11, 2023 6. Schedule of Art Shows and Themes of 2023 The PAAC had a discussion on the date and time of the meetings and agreed on the third Wednesday of the month at 5:30 PM. Member Stump moved and Member Mead seconded to postpone this item to the January 18, 2023, meeting. 3- 0 approved. CARRIED. Time of Meeting Chair Bernard moved and Member Stump seconded. 3-0 approved. CARRIED. 8. PAAC Staff Member Responsibilities The PAAC postponed this item the meeting of January 18, 2023. Cindy Bernard moved, and Anna Stump seconded. 3-0 approved. CARRIED. 9. Budget Discussion a) Short Term b) Long Term /Strategic Planning The PAAC had a discussion on budget amendments for the FY 22/23 budget and the proposed budget for FY 23/24. Member Mead moved and Member Stump seconded to accept the recommendations on the budget. 3-0 approved. CARRIED. 10. Public Art Inventory This item was postponed to the January 18, 2023 meeting. Chair Bernard moved, and Member Mead seconded. 3-0 approved. CARRIED. REPORTS, REQUESTS, AND COMMUNICATIONS Chair Bernard reported that she spoke with the FPPC regarding 700 forms, that she had a meeting with City Manager Luckino and that she attended the City Council meeting of January 10, 2023. ROLL CALL: The following members were present: Anna Stump, Cindy Bernard, Kat Talley Jones, Kate Short 1. Swearing in of the new PAAC members Members Kat Talley Jones and Kate Short were sworn in by the City Clerk. PUBLIC COMMENTS 2. This is the time for the public to address the PAAC on any items not on the agenda. Speakers are limited to three (3) minutes. Councilmember Scott congratulated the new PAAC members. 3. City Report Director Gardner gave a report on the wayfinding discussion from the Planning Commission meeting of February 21, 2023. 4. TBID Report No report provided. BUSINESS 5. Creative Corp timeline The PAAC held a discussion on the timeline for filing for the Creative Corp grant application. The deadline for grant submittal is May 01, 2023. Received information and discussed. Brandon Kennedy mural proposal Member Stump made a motion and Member Short seconded to postpone the item to a future meeting. 4-0 approved. Ground Squirrel mural Member Stump moved and Member Short seconded to postpone the item to a future meeting. 8. Mission Statement The PAAC held a discussion on proposed on revisions to the mission statement regarding the number of members and art events. Member Stump moved and Member Short seconded to approve the changes to the budget. 4-0 approved. CARRIED. Youth in Arts and Community Grant applications Member Stump moved and Member Talley-Jones seconded to postpone the item to a future meeting. 4-0 approved. CARRIED. 10. Action 29 and PAAC roles and responsibilities LeeAnn Clark provided a history of the Action 29 committee. The PAAC had a discussion on the number of murals in the City and on the maintenance and responsibility of the murals. Carrie Wilson spoke about the removal of a mural on purchased property. 11. Budget Revisions The PAAC had a discussion about changes to the budget in regards to a community arts program and Youth in the Arts. Member Talley-Jones moved and Member Short seconded to recommend to the City Council the budget revisions as proposed. 4-0 approved. CARRIED. 12. Responsibilities of contracted assistant / personnel The PAAC had a discussion on the responsibilities of program and event coordination of proposed contract personnel. REPORTS, REQUESTS, AND COMMUNICATIONS 13. Reports on meetings attended Chair Bernard met with Council Members Bilderain and Klink for committee member selection and attended the listening sessions for the Creative Corp grant. ROLL CALL: Members Stump, Bernard and Talley-Jones were present. Member Short was available by phone. Creative Corp Grant The committee members presented concepts for the Creative Corp grant proposal. Chair Bernard read a letter from Ryan Heffington and Member Short read a letter into the record. The PAAC had a discussion on the grant parameters and management and production of events. Member Talley-Jones moved, and Chair Bernard seconded to implement the workshop platform for the grant proposal. 4-0 approved. CARRIED.
