This is the time for the public to address the PAAC on any items not on the agenda. Speakers are limited to three (3) minutes. None 3. City Report None BUSINESS 4. Meeting Minutes Anna Stump motioned and Kat Talley-Jones seconded to approve the meeting minutes of January 11, 2023, February 22, 2023 and March 06, 2023. 4-0 approved. 5. Visitor Center Exhibitions Chloe Allred / CMC provided an overview of the next art exhibit at the Visitor Center. The exhibit will be for CMC students. The PAAC held a discussion on past exhibits and future youth exhibits. The opening of the exhibit will be April 01, 2023. 6. City Council meeting follow-up Director Gardner provided an update from the City Council meeting of March 14, 2023, that the request to apply for the Creative Corp grant was approved, the request for additional budget funds was denied and changes are need to the PAAC Mission Statement. Creative Corp Grant The PAAC held a discussion on the Creative Corp grant. The guidelines should be published by the end of the week. There are three categories for the grant; individual, collective and organizational. The PAAC established a subcommittee of Kate Short and Kat Talley-Jones to hire a grant writer and a subcommittee of Anna Stump and Cindy Bernard to refine the idea for the grant. A motion was made by Kat Talley-Jones and seconded by Anna Stump. 4-0 approved. 8. Youth in the Arts and APP forms and guidelines review The PAAC held a discussion on a revising the application process for Youth in the Arts, to include contracts, reporting requirements and crediting priorty. 9. Groundwork Arts /Arts in the 29 Palms Schools/ Prop 28 Funding Impact Rhonda Colemen provided an overview of "Groundwork Arts", a art program in the elementary schools, to make sure that all students have equal access to art. 10. Ethics and Grant Submission The PAAC held a discussion on ethics and whether it is conflict of interest for a PAAC Member to apply for a grant that the PAAC is applying for. Kate Short motioned that if you are a PAAC member and have a non-profit, you cannot apply for a grant in the agency or organization category. 11. Assignment of Terms (whose term is up in 2024, and whose term is up in 2026) Cindy Bernard moved and Kate Short seconded to forward this item to the next meeting. 4-0 approved. THE ARTS IN TWENTYNINE PALMS GENERAL PLAN The City of Twentynine Palms' General Plan mission statement includes the vision to create and promote its residents' economic and social well-being, guided by sustainability and adaptability principles. Further defined by the goals of: ● Developing a strong and diversified local economy with a focus on arts, cultural tourism, retail, job growth, and overall quality of life for all community members, and ● Preserving the desert environment and its natural and cultural resources for future generations. To enhance its identity as an artistic community and to celebrate and expand its vital and rich artistic legacy, the City established the Art in Public Places (APP) Program in 2004. 2. PAAC MISSION STATEMENT The City of Twentynine Palms established Art in Public Places in 2004 as part of its Public Arts Program. Art in Public Places is administered by the Public Arts Advisory Committee (PAAC). The Twentynine Palms City Council appoints its members who envision literary, visual, and performing arts programming; guide public art performance and installations, support youth and the arts programs in the community, and sponsor Art in Public Places exhibitions. The PAAC is directed toward supporting high-quality public art and performance in the City with the following objectives: ● To enrich the public environment for both residents and visitors ● To nurture, enhance, and encourage the community's participation in arts ● To enable Twentynine Palms to enhance its identity as an arts community ● To increase public access to promote an understanding and awareness of the arts In addition to developing new arts programming, the PAAC will maintain an inventory of existing permanent public art and oversee assessment and maintenance of City owned works. 1 Page 23 of 25 DRAFT REVISED MISSION STATEMENT: PUBLIC ART ADVISORY COMMITTEE (Council Approved) 3. PAAC COMMITTEE MEMBERS Membership of the PAAC is composed of five arts professionals with an option to expand to seven members. In addition to the core members, the PAAC has one alternate. Alternates may vote on items during a temporary absence of a core member, and may become a core member in the case of a PAAC vacancy. A minimum of four members shall be residents of Twentynine Palms. A maximum of three members may be residents of Wonder Valley, or Desert Heights. Absence from Meetings. If a member of the PAAC is absent from three successive regular meetings of the PAAC, without notice cause, the office of such member shall be deemed vacant and the Director shall immediately inform the City Council of such vacancy. An absence due to illness/ and or out of town work is an unavoidable absence and written notice thereof to the Chair of the PAAC on or before the day of any regular meeting of the Committee shall be deemed absence for cause. “Arts” shall be defined as encompassing the commonly accepted contemporary literary, visual and performing arts fields and “professional” shall be defined as having a minimum of five years experience in the field as demonstrated by activities listed on a resume. Arts professionals are defined as curators; visual and performing artists; writers, poets, architects, art critics, historians and educators, leaders of arts non profit organizations and other persons with arts backgrounds respected in their fields. As the PAAC is a committee requiring expertise in a specific field, applications are reviewed by the Chair of the PAAC and a two-member ad-hoc committee of the City Council, then referred to the City Council for appointment. The term of the appointment is four years, with four members with terms ending on even years divisible by four, and the other members ’terms ending on even years not divisible by four. PAAC members may apply for reappointment at the conclusion of their term. The number of terms are unlimited, but term limits may be established bv the City Council. 4. PUBLIC ART ADVISORY COMMITTEE RESPONSIBILITIES The PAAC is charged with the responsibility to: 1. Be an advisory body in envisioning City government initiated literary, visual and performing cultural arts projects, work with the City Manager and the Community Development Director in determining appropriate cultural arts project budgets and locations and to serve as a selection panel for all City government initiated cultural arts installations and programming. 2.1. Serve as an advisory body for all privately initiated literary, visual and performing arts projects and cultural arts events requesting City funding. 3.2. Create and recommend cultural policy for the literary, visual and performing arts for the City of Twentynine Palms. 5.3. Nurture, enhance, and encourage the community's participation in the cultural arts through envisioning and funding literary, visual and performing arts programming, including grants for youth and adult programming in the arts. 6.4. Oversee periodic assessments of permanent public art in the City collection and recommend maintenance and preservation plans and budgets to City Council. 5. PAAC MEETING DATE, TIME AND LOCATION The public is invited to attend the meetings and participate in promoting the arts in Twentynine Palms. The PAAC meets on the third Wednesday of each month at 5:30 p.m. in Council Chambers at City Hall or as otherwise determined by the majority vote of the PAAC.
