CALL TO ORDER
The meeting was called to order at 5:01 PM
ROLL CALL:
Paul Razeo
Kate Short
Anna Stump
Kat Talley-Jones has an excused absence.
COMMENTS AND REPORTS OF MEETINGS ATTENDED
Paul Razeo and Anna Stump went to the TBID and Planning Commission meeting to present the 29 sculpture. The TBID
and Planning Commission showed favor in moving the sculpture. Razeo also went to the Rediscover 29 meeting. Kate
Short went to the events planning meeting.
CONSENT CALENDAR
1. Approval of the PAAC meeting minutes of November 15, 2023
Razeo made a motion to approve the minutes and Short seconded. 3-0 approved.
PUBLIC COMMENTS-NONE
2. City Report
Community Development Director Keith Gardner gives an update about administration forms and trainings are
coming up at the beginning of the new year, the election of officers is up, presenting the calendar for meetings for
the new year, the interim City Manager will be discussing the National Park sign alternative cover over exiting
sign, and showing the inventory of public art on Nobel's public viewer on the City website.
BUSINESS
3. Budget Update
Stacey Solie presents the budget update for the PAAC. Solie states that the PAAC has been able to use the
Creative Corp budget to pay for half of the workshop, mentions that they have an estimate of childcare cost, and
that they are tight with money for the celebration party. The mentors, mentees, and other participants need to get
paid.
Director Gardner confirms that the $15,000 budget rolls over to the next year if it isn't all used.
Solie mentions that the TBID has allocated $5,000 to go to the 29 sculpture.
4. Confirmation of Workshop29 hires
Monica Mahome, the topic expert, will be working with Caroline on her next workshop. There are plans to have a
2 1/2 hour hike another workshop. Short motions to hire Mahome for the workshop and Razeo seconded. 3-0
approved.

5. Approval of purchases for Workshop29
The PAAC members have been speaking with Terrance Latimer to have a grant writing workshop with the
mentors and mentees and then later with the public. Razeo motions to approve new purchases for PAAC
workshops and Short seconded. 3-0 approved.
6. Confirmation of PAAC Strategic Planning workshop hires
This item has been tabled.
7. PAAC New Member Appointment
Anna Stump mentions PAAC applicant Sara Lyon and states she is highly qualified. Stump also states that she
knows how to advertise on social media, which will help the PAAC promote their events.
The PAAC recommends that Lyon be recommended to the City Council to be hired on as a new PAAC member.
Razeo motions to recommend Lyon to the City Council to be hired on as a PAAC member and Short seconded. 3-
0 approved.
REPORTS, REQUESTS, AND COMMUNICATIONS
8. Workshop29 Committee
Short states that everything went well and thanks the City for their support. The next workshop will be happening
in January. Stump mentions that the mentees are going to be paid to join the professional development meetings.
The PAAC ask LeeAnn Clark, Action 29 member, if she would like to join.
9. Strategic Planning Committee
This item has been tabled.
10. Exhibitions and Existing Public Art Committee
Stump mentions that on January 5th that the Weedshow will be deinstalled and installing a child show exhibition.
Stump also mentions that there are now art pieces in the Community Development Department; every 4 months
is expected to rotate different art pieces.
On January 23rd the PAAC would like to present the 29 sculpture to the City Council and see what they would like
and what Chuck Caplinger would like for the location of the sculpture.
The PAAC asked Clark if she would like to give a status on the current public art from Action 29.
11. PAAC PR Committee
Short would like Solie to put together and create PR advertisement for the committee.
12. Murals and Painted Signs Discussion:
1. Perhaps a painted sign that complies with the size requirements of a “normal” sign, then a “regular” sign
permit process would be required
2. A larger sign would require a conditional use permit
3. A mural with a commercial message would require a conditional use permit
4. A mural and/or painted sign that would represent or advertise products or services that are age-restricted
(such as alcohol or tobacco use) would require a City Council approval.
5. A mural with undeniably no commercial message would not need a review process
6. A mural that has “blurs the line” with a commercial message would be an Administrative Use Permit
