Perhaps a painted sign that complies with the size requirements of a “normal” sign, then a “regular” sign permit process would be required 2. A larger sign would require a conditional use permit 3. A mural with a commercial message would require a conditional use permit 4. A mural and/or painted sign that would represent or advertise products or services that are age-restricted (such as alcohol or tobacco use) would require a City Council approval. 5. A mural with undeniably no commercial message would not need a review process 6. CONSENT CALENDAR 1. Approval of the PAAC minutes of October 18, 2023 Kat-Talley Jones made a motion to approve the minutes and seconded by Katie Short. 4-0 approved. PUBLIC COMMENTS Terance Latimer made a public comment wanting to work with the PAAC on future workshops regarding grant writing and doing an event walk to show public art. He said that it would be a great opportunity to work with the PAAC. Anna Stump reads into the record an email sent by Anonymous to the PAAC members that was related to the workshop "Tell Your Story". Stump mentions that Ryan Heffington has resigned and is excited that Paul Razeo decided to join the PAAC. 2. City Report-NONE MEMBER COMMENTS AND REPORTS OF MEETINGS ATTENDED The PAAC members attended the Downtown Business Association meeting and the workshop "Tell Your Story". Stump mentioned that she had attended the TBID meeting. BUSINESS 3. Budget Update Stacy Solie states that the PAAC spent around $20,000 on resources. Solie states that the PAAC has been able to stay in budget even with items that unexpectedly came up. Solie has a question about the youth grants and whether the budget was "use it or lose it" policy. Director Keith Gardner stated that he will investigate this question. The security guard should be counted as aid, which isn't part of the budget. There needs to be payment for a sound technician Vadim Kolosov since Solie couldn’t do sound because she wasn't at the workshop. Page 1 of 3 Page 3 of 5  Public Arts Advisory Committee - Regular Meeting November 15, 2023 4. Confirmation of Workshop29 hires Short states that they need someone for the childcare workshop. Hiring someone for this is part of the grant money received. Stump speaks about childcare to help with disabled kids to be able to participate in the workshops and future events. Talley-Jones makes a motion to hire someone to help with childcare and seconded by Short. 4-0 approved. 5. Approval of purchases for Workshop29 There were no purchases for discussion. 6. 29! Sculpture recommendation Stump states that the PAAC received quotes to restore the sculpture. The PAAC states the sculpture needs a plaque and would it be best to keep the sculpture where it is or move it to another location. If the sculpture is to be kept at the same location, the PAAC will need to establish a parking lot. Director Gardner presents the layout for the parking that the City Engineer, Richard Peterson, provided. The City Council will need to approve the establishment of parking and ADA access. The PAAC members decided that it would be too costly to have a parking lot; even though it would be better to have the sculpture presented on its own. The PAAC decided it would be best to move the sculpture to Freedom Plaza. Talley-Jones made a motion to approve the sculpture to be moved to Freedom Plaza and seconded by Short. 4-0 approved. 7. PAAC workshop with community involvement to consider public art, tourism and community support Short states that this item is related to long-term planning and says that her and Talley-Jones talked about long-term planning for the PAAC. The potential facilitators to be hired on are Monica Mahoney, Sant Khalsa, Marie Bobbin. Short states that it is important to hire additional facilitators to help with community involvement. Razeo made a motion to approve that the facilitators be hired to help with the workshops reach the community to gain more involvement and seconded by Stump. 4-0 approved. REPORTS, REQUESTS, AND COMMUNICATIONS 8. Workshop29 Committees Short states that the workshop for "Tell Your Story" was a success. The security guard made sure that everything was safe for the workshop. Short states that Larry Bowden showed support for the workshop. They had around 16 in attendance; 25 total for the workshop and this includes even the PAAC members, mentees, and mentors that attended. Caroline is proud of everyone that participated and making sure that the event turned out positive and safe. The 2nd part to this workshop will be on December 3rd that will include the same participants. The workshop "Getting Out the Vote" will be in sometime January and will try to collaborate with the high school choir. 9. TBID website update Short discusses that the PAAC will continue working with the TBID for future events to update the Visit29 website calendar. 10. Long-term planning update Talley-Jones states that there will be more discussion on long-term planning for the PAAC in the next meeting. Review of potential grants and deadlines Talley-Jones states that she has no grants to report on but there should be more next month. 12. Visitor Center Gallery update - Groundwork Arts Stump mentions that everything is moving along. 13. Public Relations update Solie worked together with Heffington on advertising on social media. Solie mentions that it is difficult to get the word out; not sure on how get views for the PAAC. It is a working process that will be addressed. 14. Discussion on painted signs, murals and statuaries Sara Lyon requests to speak in favor for painted signs. Lyon states that it is important to expand on the definitions of what a mural and a sign is and that the City of Twentynine Palms is stating that it is a city of murals; it should allow murals to be painted and have painted signs. Director Gardner agrees that the City wants to allow painted signs and asks the community on how to go about allowing them. Gardner states that the City can only regulate location, size, materials, and number of signs. The city cannot regulate the context of the sign. The PAAC members state that the City should allow painted signs and it will allow the City to grow and thrive. Lyon states that it will also help potential new business owners to artistically express themselves and their business. Gardner states that there should be different levels of permitting process and what would that look like. The PAAC and Lyon states that if there is a permitting process that it is fine, painted signs and murals should be allowed. 15. Preparation workshop for PAAC grants Latimer presents that Blac Cactus writes grants and can help with the art grants. Latimer's core identity is being a writer and how that is related to being an artist. Stump mentions that the public should be involved in and Short mentions that it will be a great opportunity for the mentees to be able to write grants professionally. The PAAC agrees it is a perfect way to connect with the community and gain professional experience. Latimer states that they want to provide the information for free, have people value the content, and make it accessible. The PAAC states that it would be great to work together; Talley-Jones has been picked to be the liaison for future communications with Latimer on future events. FUTURE ITEMS 16.
