Cindy Villescas CMC, City Clerk Time/Date Page 2 of 5  Public Arts Advisory Committee - Regular Meeting MINUTES City Hall, 6136 Adobe Road, Twentynine Palms, CA 92277 www.29palms.org October 18, 2023 CALL TO ORDER The meeting was called to order at 5:00 PM ROLL CALL: Kat Talley-Jones Katie Short Ryan Heffington Anna Stump CONSENT CALENDAR 1.Approval of the minutes of the PAAC meeting of September 20, 2023 Kat Talley-Jones made a motion to approve the minutes; seconded by Katie Short. PUBLIC COMMENTS-NONE 2.City Report Community Development Director Keith Gardner announced that Larry Bowden has been selected for Interim City Manager. 3.Tourism Business Improvement District (TBID) Report Breanne Dusastre announces two projects that the TBID is currently working on: Strategic Planning- there will be a meeting for new plans for the TBID next year. Brand New Tourism website- the TBID will be launching its new tourism website that offers tourism view and a self-serve event calendar. TBID would love to support the PAAC if they have any upcoming events to update the website calendar. There were no sales for the past Weed Show, but it had an amazing turnout. Dusastre appreciates the beautiful pieces that were given for the show, getting a table at the events for Sky's the Limit, and hoped that a lot of people attended the dance workshop. The Arts Exhibition is coming up soon. REPORTS OF MEETINGS ATTENDED Talley-Jones attended the dance workshop. Short also attended the dance workshop. Anna Stump attended a meeting with Frank Luckino about a code of ethics and getting help with grant writing. BUSINESS 4.FY 23-24 Budget Update Stacy Solie gives a presentation about the PAAC updated budget. The PAAC has spent $12,000 on resources. Short says that money is tight and asks the PAAC members to help pay for other resources that the budget won't cover. Page 1 of 3 Page 3 of 5  Public Arts Advisory Committee - Regular Meeting October 18, 2023 5.Confirmation of Workshop 29 additional hires Solie announces the additional hires for Workshop 29; Luke Bursate and Redeam Astschlear to do the livestream video for the upcoming events and use captions. Short made a motion to approve the new hires; seconded by Talley-Jones. 6.Purchase of hard drive for Workshop 29 materials Short presents another additional cost to buy a hard drive to save the materials for the Workshop 29 events and asks if the PAAC members to pay for the hard drive. Stump made a motion to approve the PAAC to buy the hard drive; seconded by Talley-Jones. 7.Reimbursement of purchase for workshop and art show materials Short presented that 50 people showed up for the dance workshop; age ranges were around 6 to 85. Ryan Heffington mentions that it was successful. Christian and Benji were mentees that helped with the presentation and livestreaming for the workshop. Solie adds those who participated in the workshop filled out the participation feedback survey-this gave feedback on how well the class was instructed and what they got out of the class. Most people gave the class a 5 which is a great rating. REPORTS, REQUESTS, AND COMMUNICATIONS 8.Workshop 29 committees Short provides an update on the new workshop; Storytelling-Tell Your Story reaching out to diverse audiences within the community about telling their story. Short also emphasis on the purpose of the mentorship program; the mentees are going to participate throughout the workshop and work with the mentors. How to engage and be active in the community and exposing them to a professional career to gain experience and network. The PAAC needs help in providing outreach and the PAAC wants to make a request to make a presentation about Workshop 29 to the City Council. 9.Long-term planning update This item has been tabled. 10.Review of potential grants and deadlines Talley-Jones checked on previous grants that she had applied for, no motion. She also mentions small grants such as Quickgrants are grants that the mentees can apply for to help get experience in writing for grants. Other grants that the PAAC are interested in applying for: DUNE Approach -foundations that fund the arts. Hill It! - works on social justice projects and performing arts. 11.Update on PAAC member recruitment Paul Ronso has been recommended to the City Council to be the new PAAC member. Ronso is a graphic designer that works on branding for stores and businesses. He grew up in the area, loves being here and wants to see the City thrive in the arts. Short made a motion to approve Paul Ronso for the recommendation to be hired as the new PAAC member to the City Council approval; seconded by Talley-Jones. Page 2 of 3 Page 4 of 5  Public Arts Advisory Committee - Regular Meeting October 18, 2023 12.Update on 29! sculpture Short and Stump attended a meeting with the major, McArthur Wright, the artist Chuck Caplinger, and TBID board member Ash Maharaj talked about repairing the sculpture and providing parking. The parcel will need to be landscaped and provide ADA access. It will be expensive to provide the parcel and the PAAC doesn't have an estimate of how much it will cost. They also looked over at the Freedom Plaza, to move the sculpture at the Plaza. The PAAC wants to do what the City Council and the TBID want for the sculpture. 13.Visitor Center Gallery - Weed Show Stump mentions that signage should be addressed to for the upcoming shows. Short also agrees and states that the show needs more advertising. The show went very smooth and the PAAC was happy that Bowden helped set-up. 14.PAAC events posted to City calendar Short stated the PAAC events should be posted; but found that some events are missing from the City website. 15.Rebranding of PAAC - Logo and social media Short mentions that the rebranding should be good; needs to get assets together and make them accessible. 16.PAAC page on City website Gardner decided it would be best to promote on the Visit29 website and the PAAC agreed. 17.Discussion of painted signs, murals and statuaries Director Gardner is looking for feedback for the new development update on painted signs, murals, and statuaries. The sign code doesn't allow for painted signs and doesn't mention statues. The City can only regulate the location and size but not the context of the sign. What is the line between art vs advertisement. The PAAC agrees that the topic needs to be revisited and allow painted signs. LeeAnn states this has been an issue before, and it would be best to allow painted signs in the City.
