CONSENT CALENDAR 2.Approval of the PAAC meeting minutes of December 20, 2023 Paul Razeo made a motion to approve the minutes on December 20,2023, seconded by Kat-Talley Jones. Approved. PUBLIC COMMENTS Anna Stump wishes everyone a Happy New Year, thanks current and past members of the PAAC, and thanks Stacey Solie, PAAC Assistant, for the hard work they do. Stump also welcomes Sara Lyons as a new member of the PAAC. 3.City Report Community Development Director Keith Gardner goes over the PAAC calendar for the new year and confirms all dates do not cause conflict in the PAAC members schedules. COMMENTS AND REPORTS OF MEETINGS ATTENDED Kate Short spoke to someone from the Yonder Hotel to create public art pieces for their development project, spoke with Terence Latimer about the Black Cactus grant writing workshop, and went to the strategic planning meeting. Razeo went to the Downtown Board Association meeting, the Black Cactus grant writing workshop, and to the City Council meeting. Lyons went to the Downtown Board Association meeting, the Black Cactus grant writing workshop, and City Council. Stump went to the Downtown Board Association meeting, the Black Cactus grant writing workshop, Planning Commission, and City Council. Page 1 of 4 Page 3 of 8  Public Arts Advisory Committee - Regular Meeting January 17, 2024 BUSINESS 4.Welcoming new PAAC member Lyons introduces herself to the PAAC members. Lyons is an expert in the art field; she has worked with companies such as Mattel and Urban Outfitters. She also has her own business in the city and wants to help the young people in the community to find their place in the arts. 5.Budget Update Solie presents the budget for the new year. The PAAC has spent $37,000 and all funds have been spent using the Creative Corp grant. Around 80% of the funds went to pay the artist for doing creative work. The PAAC will pay Latimer for the Black Cactus grant writing workshop. 6.Confirm hires for Workshop29 Short mentions they have a topic expert, Monica Mahomes, for the next workshop with Caroline Partimanian. There is no update on this item. 7.Purchases for Workshop29 There is no update on this item. 8.PAAC Strategic Planning workshops There is no update on this item. REPORTS, REQUESTS, AND COMMUNICATIONS 9.Workshop29 Committee Partimanian gives a general update on the committee. She mentions that the next workshop is about professional development for the mentees. There is going to be creative leaders in the arts to help the mentors and mentees in their artistic careers. Next month they will have a workshop with High Desert Choir to help with the voting workshop; Help Get Out the Vote encourages young people to go out and vote. Stump comments that it is exciting to see the next generation of art and culture leaders being able to lead in the future. Talley-Jones makes a motion to have a special meeting at Patriotic Hall, the next workshop, to have all PAAC members being able to join, seconded by Razeo. Approved. 10.Strategic Planning Committee There needs to be a new subcommittee created for the Strategic Planning Committee. Talley-Jones asked if Lyons would like to be the new subcommittee member and Lyons was interested in joining. Short mentions that their needs to be a subcommittee for the budget. The Budget Committee should decide next year what budget they want and discuss their concerns to the City Council. Short talked to the potential facilitators about the pre-planning meeting. Page 2 of 4 Page 4 of 8  Public Arts Advisory Committee - Regular Meeting January 17, 2024 Talley-Jones researched what other Public Arts Advisory Committees are doing nationwide to get more incite about planning. She has mentioned that the PAAC has joined the Americans for the Arts group, and they are providing outreach to the mentees. Talley-Jones made a motion have Lyons to be the new subcommittee member for Strategic Planning, seconded by Razeo. Approved. 11.Exhibitions and Existing Public Art Committee Stump mentions that it is now existing public art instead of art in public places to prevent confusion. There was another art exhibition at the Visitor Center for groundwork art and it turned out well. Stump and Razeo help installed the exhibition; they are hoping to do a student art show, summer art show, and craft show. Stump mentions that they should have a curator for the craft show. Stump reads Chuck Caplinger's Facebook post that reads, "What does the 29 sculptures mean to you?" and reads Mary Jane Binge email about considering keeping the 29 sculpture in the same location. Caplinger is a painter and designer that created the 29 sculpture. He makes a comment stating that he misses being involved in the arts and wants to support the new PAAC. Caplinger also mentions that there are signs blocking the 29 sculpture at the current location; which is why people can't see it. The sculpture itself wasn't meant to stay at the current location for long-term, that the current location is a danger because people may fall down the steep hill, and there needs to be a parking lot with ADA access so anyone can access the sculpture, but it is not being cost effective. He knows that the current location for the sculpture is nostalgic for the locals. Solie asks a question about the issue with current ADA access. It has been addressed by Director Gardner that the current location doesn't provide safe access to everyone to see public art. Razeo makes a presentation on the 29 sculpture restoration that he presented at Planning Commission and City Council. Stump reached out to the TBID and the City Council to see what the best accessible location for the sculpture would be. LeeAnn Clark asks Caplinger what the general plan for the sculpture was if the current location wasn't meant to be long- term. Caplinger answers that it was supposed to be temporary to draw in smaller businesses in that current location of the downtown area. Susan Peplow mentions moving the sculpture to Bucklin Park. Stump thanks Peplow for making the comment and mentions that the PAAC will take her comment into consideration. 12.PAAC PR Committee Stump considers that Lyons join with Solie for the PAAC PR subcommittee. 13.Community Arts Grants Committee Stump mentions that the report form needs to be completed and asks if anyone wants to join the Community Arts Grants subcommittee. Razeo is interested in joining Stump. Short is interested in giving input when needed. 14.Presentation of Adobe Mara Artwalk and Black History Month Terance Latimer is a writer and thinks arts and writing are in great support of each other. He thanks everyone for the support of the Black Cactus grant writing workshop and is super excited moving forward with future events with the PAAC. Page 3 of 4 Page 5 of 8  Public Arts Advisory Committee - Regular Meeting January 17, 2024 Latimer mentions that it is touching to see Caplinger being so passionate about the arts and mentions that Black Cactus wants to create something beautiful in the City. Latimer presents the Adobe Mara Artwalk; it is about creating a community of friendship and with a focus on arts, culture, authentic connection. It is about honoring the creativity and creations of BIPOC creatives and artists based in the City. You can come to the planning meetings being held on Wednesdays at 6:00 PM with Black Cactus. 15.Painted Signs, Murals, and Sculpture Discussion Director Gardner states that the City cannot govern content of signs and murals but can govern the size, materials, location and how many someone can have. This is a topic that will need to be discussed further with the City's legal team. 16. FUTURE ITEMS Creation of PAAC29 emails Basecamp move to Asana early 2024 City Council Tours of Grantees Spaces Presentation LeeAnn Action 29 - Clark will be making a presentation of the current public art conditions. Election of Chair and Vice Chair - will need to be discussed at the next meeting. Razeo would like to partner with more clubs and the high school to work together more with the youth by bringing more inclusivity and diversity. Shannon Shay, coordinator with the Interact Club, will be coming to help create more connections with the youth. PAAC applied for the TBID grant. PUBLIC COMMENTS-NONE REPORTS, REQUESTS, AND COMMUNICATIONS 1,Greetings The PAAC welcomed participants that showed up to the meeting. 2.Movement-based practice There wasn't direct discussion on this topic. 3.Goals and Intentions for Professional Development Workshop It was important to discuss what everyone wanted out of this workshop. The PAAC members, mentors, and mentees discussed potential topics for this workshop. 4.Mentees' Presentations Mentees had presentations in front of leaders from the community, PAAC, and mentors. 5.Leaders from Community: Introductions Leaders in the arts who are involved in the community made presentations and introduced themselves to the participants of the workshop. 6.Conversations between Mentees and Leaders from the Community a. Breakout groups I - assigned - led by Anna Stump, Kate Short, and Caroline Partimanian, and Stacey Solie. The PAAC members asked about the challenges of creating community in 29 Palms and some recent successes. Other topics during the discussion were leadership, isolation, youth disaffection, and how to continue these conversations. Breakout groups II - switch - groups discussed the same topics but switched members to hear different opinions from others. 7.Discussion There was a small discussion about the workshop at the end. Participants were able to talk amongst themselves. The PAAC plans to do a follow up survey about how the participants felt about the workshop. ADJOURNMENT: The meeting was adjourned at 8:00 PM.
